- NASA/KSC has a requirement for four (4) Acumen Risk and two (2) Acumen Fuse licenses, Maintenance and Training. NASA/KSC intends to purchase the items from Acumen PM, LLC. Pursuant to FAR 13.106(b)(1)(i), for the acquisition of supplies and services determined to be reasonably available from one only source. Competition is impractical for the following reasons: Acumen Fuse is a metric analysis and visualization platform that assesses quality of schedules, accuracy of cost forecasts, realism of risk models, earned value and project performance. Acumen can provide both online and on-site training for Acumen Fuse and Acumen Risk. This training course covers set-up, analysis, reporting, metric development, and schedule cleansing in Fuse and Risk. Acumen Risk is an integrated cost and schedule risk analysis tool combining true cost and schedule risk analysis against a native project plan together with identified risk events from a project risk register. Acumen Risk accounts for scope uncertainty, work complexity, risk events, and opportunities. Acumen Risk is user friendly eliminating the statistical and logical complexities of building risk models against large project schedules. The NASA KSC is currently using Acumen for programmatic analytical assessments software (e.g., review schedule maturity, track project performance trending over time, evaluate cost and schedule risk exposure, conduct earned value metric analysis, manage large, complex, multi-project models, and run internal DCMA 14 Point Assessment pre-test). This procurement is required to continue programmatic analytical assessments currently in progress and avoid delays in fulfilling NASA KSC project requirements. It is essential to NASA Ground Systems Development Program analysis to maintain compatibility with the software currently in use. A market analysis of commercial software programs that could interface with existing software programs and meets NASAs reporting requirements were conducted. The reporting requirements include Risk Modeling, Monte Carlo, Sensitivity Analysis, Histogram reports, Tornado reports, Integrated Risk Register, Cost and Schedule analysis, and Risk Range Factors. While most software programs provide the basic requirements, Acumen Risk was the only product that meets all requirements and seamlessly interfaces with the Acumen Fuse currently using by NASA. If another program is purchased it would require additional interfaces to be developed and would require additional costs both in development, training and implementation. It is essential that NASA maintain consistency with the current software already implemented to support Agencys Independent Program audits, and which the decision points for moving into the next phase of Program development will be measured against The Government intends to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 7, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
