December 20, 2012 Morris K. Udall and Stewart L. Udall Foundation Request for Proposals for administrative consulting services Solicitation number: Admin 012013 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61, effective September 13, 2012. This is a total Small Business set-aside, NAICS code: 541611, Size standard: $14.0 million Background The Morris K. Udall and Stewart L. Udall Foundation (Udall Foundation) is an independent Executive Branch agency. The Foundation helps educate the next generation of Native American and environmental leaders through college scholarships, a Congressional Native American internship program, graduate fellowships, and the Native Nations Institute for Leadership, Management and Policy. The Udall Foundation has approximately 40 FTEs and an annual budget of approximately $10 million. The Udall Foundation also operates the U.S. Institute for Environmental Conflict Resolution, which is the only entity within the federal government focused entirely on preventing and resolving environmental conflicts and promoting collaborative decision making. The U.S. Institute promotes meaningful participation by a wide range of stakeholders in decision making and resolving conflicts involving the federal government. For additional background about the Udall Foundation, see http://udall.gov/ Services Required: Organization Analysis Scope of Work The Udall Foundation seeks consulting services to support its Board of Directors, with the primary goal of implementing the optimum organizational structure for the Udall Foundation's work. The Board of Directors is reviewing the current organizational structure to assess its strengths and weaknesses in accomplishing the mission of the Udall Foundation. The selected contractor will assist the Udall Foundation Board of Directors, its Executive Director and the Foundation staff in providing analysis of the administrative tools necessary to implement the ideal organizational structure. At a minimum, the contractor shall perform the following tasks: o Review and suggest improvements to position descriptions and performance plans to ensure consistency and effectiveness across the Foundation o Review performance review system and process; suggest modifications if needed o Review Performance and Accountability standards and report; suggest modifications to align PAR with optimum organizational structure o Review strategic plan and suggest modifications to align plan with optimum organizational structure o Review existing tools for projecting earned revenue and suggest changes if needed o Contractor can propose other necessary services as they deem appropriate to accomplish the primary goal outlined above. Deliverables o An analysis of position descriptions and performance plans; suggested text for those that need modification o An analysis of the performance system and suggested modifications, if any. o An analysis of the Review Performance and Accountability report and new goals or organizational concept if needed o An analysis of the strategic plan and suggestions for new organizational concept, if needed o An analysis of alternative methods for projected earned revenue Period of Performance: January 14 - September 14, 2013 Qualifications Extensive experience working with a federal agency(ies) to review and modify performance plans, annual PAR, strategic plans and financial implications of such changes. Ability to effectively interview individuals and small groups in order to gather data Ability to analyze qualitative data for themes and trends Available from January 14, 2013 Able to work at the Udall Foundation offices in downtown Tucson, 130 S. Scott Ave., Tucson, AZ 85701 Proposal Elements Required Description of relevant qualifications. A project plan that outlines approach, amount of time required and cost of the proposal, with estimate of fees and travel costs. If contractor will utilize a team approach, vendor must identify the single individual it proposes to assign to the work and demonstrate how the individual is qualified to meet the consulting needs of the Udall Foundation including a description of prior experience and other relevant qualifications. Two professional references able to confirm experience, both nature and quality of work. Date of first availability Hourly rate DUNS number for verification of SAM registration, ORCA, and small business status. Proposals are limited to 2 pages. Proposals exceeding the 2 page limit shall be competitively disadvantaged. Organizational information and resume(s) can be submitted in addition to the 2 page proposal. Evaluation Criteria Submissions will be evaluated based on the following criteria in descending order of priority. Best qualified to provide the consulting services required by the Udall Foundation, based on project approach, level of federal agency experience and quality of prior work. Past performance and/or references Availability Cost Contract Award Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the best overall value to the government, cost and other factors considered. The Udall Foundation will award a Time and Materials contract to the successful offeror. Travel costs will be reimbursed in accordance with the Federal Travel Regulation. The successful offeror must be registered in the System for Award Management (SAM) and have completed the Online Certifications and Representations Application (ORCA) prior to contract issuance. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with Alternate 1 for Time and Materials contracts. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
