- A Concession Business Opportunity for Lodging, Food and Beverage, Retail and Other Services at Peaks of Otter with an Option to Include Operations at Otter Creek or Doughton Park or Both within the Blue Ridge Parkway On April 26, 2012, the National Park Service (NPS) issued a prospectus for solicitation of offers for a 10-year concession contract to provide for Lodging, Food and Beverage, Retail and Other Services at Peaks of Otter, Rocky Knob, and Doughton Park within the Blue Ridge Parkway. The initial due date for proposals was July 27, 2012. The Service has revised the Prospectus to improve the opportunity for potential offerors, including reducing the Leasehold Surrender Interest buy-in, replacing the Rocky Knob location with the Otter Creek location and removing requirements to operate locations other than Peaks of Otter. See the Business Opportunity for more information. Peaks of Otter has been a tourist destination since the early 1800s and continues to this day to be a major terminus along the Parkway. The Peaks of Otter recreation area, centered at Milepost 86, includes about 4,100 acres of mostly hardwood forest. The Concession Opportunity comprises several services at Peaks of Otter, including the three-building, 63 room lodge overlooking Abbott Lake and Sharp Top Mountain, the restaurant, lounge and gift shop, the Country Store located adjacent to the visitor contact station and a shuttle bus servicing the top of Sharp Top Mountain. Solicitation #CC-BLRI011-13 includes information for the Otter Creek and Doughton Park operations. The Otter Creek and Doughton Park operations are not required in this prospectus. The Offeror has the option to include the required services at Doughton Park or Otter Creek or both in the Draft Contract. See the Proposal Package (Part III of the Prospectus) for more information. All offers must be received by the NPS at the address listed on the inside front cover of the prospectus no later than 4:00 p.m. on February 6, 2013 in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract. The prospectus will be available on the NPS website at http://concessions.nps.gov/prospectuses.htm, or you can receive a hard copy for $50.00. To request a hard copy of the prospectus to be delivered via Federal Express, send a check for $50.00 payable to the National Park Service to Mark Morgan at the address listed below. Please include a physical address (no post office box) and telephone number. You may also pick up a printed copy at the Superintendents Office at Park Headquarters for $45.00 (checks only).
