Description
STATEMENT OF WORK The contractor will conduct riparian surveys using the "Proper Functioning Condition" (PFC) protocol on intermittent and perennial streams on USFS property in summer and autumn 2013 and if needed 2014. The project area is defined as National Forest System lands designated as the McKenzie Ranger District of the Dakota Prairie National Grasslands in McKenzie County, North Dakota and the Magpie Creek Watershed, whose headwaters are in the Medora Ranger District in Billings County, North Dakota. Field work is to begin by August 1, 2013 and finish by October 31, 2013. A final report will be written as requested in Report Requirements. The final report and other deliverables are due by January 31, 2014. LOCATIONS PFC surveys will be conducted on up to 420 linear miles of intermittent and perennial streams (see figure 1 for a map of streams to be surveyed). All stream reaches are within the McKenzie Ranger District, with the exception of Magpie Creek, whose headwaters are in Billings County, North Dakota, Medora Ranger District. GOVERNMENT-FURNISHED PROPERTY AND SERVICES The Government will supply a paper copy of the Visitors Map and a set of USGS topographic maps. The Government has designated the streams to be surveyed and will provide an ArcGIS shapefile. The Government will authorize a permit for off-road vehicle use. The contactor shall provide the necessary personnel, equipment (including vehicles), materials, services, references, forms, and facilities to perform the Statement of Work. CONTRACTOR QUALIFICATIONS The offeror shall submit with his/her offer a statement of his/her professional qualifications and the qualifications of any other person(s) employed to accomplish the Statement of Work. The offeror's statement should include information concerning appropriate academic degrees and training and experience in PFC condition surveys. The following criteria may be used for contractor selection. • B.S., M.S. or Ph.D. in geology, soil science, hydrology, zoology, biology, range science, or related field experience. • One or more field seasons of experience in conducting PFC inventory. • One or more field seasons experience as principle investigator on a PFC inventory project.
