Notice type: Sources Sought Posting date: December 20, 2012 Response date: January 7, 2013 Classification code: 53 NAICS code: 339991 FSC: 5330 Notice #: W912EF-13-R-SS08 This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a supply requirement entitled: quote mark Dworshak Head Cover Seals quote mark. This is scheduled to be issued as a Firm Fixed Price commercial supply contract. The purpose of this sources sought is to determine interest and capability of small businesses relative to the North American Industry Classification code (NAICS) 339991. The Small Business size standard for this NAICS code is 500 employees. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought. Large businesses may also respond to this announcement. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1)Your intent to submit a quote or proposal for this project when it is formally advertised (2)Name of firm with address, phone number, e-mail address and point of contact. (3)CAGE Code and DUNS number (4)The category of small business, such as small business, 8(a), HUBZONE, or SDVOSB if applicable. (5)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in fabricating similar products. Submit no more than three (3) past projects to document your firm's experience. The SOC should be no more than three pages in length. To be determined capable, interested firms must submit information to demonstrate the following: 1. The vendor is regularly engaged in the design of seals of a cross section equal to or greater than 1 quote mark. 2. The vendor is regularly involved in the design and manufacture of self energized seals of 1/2 quote mark cross sectional diameter or larger. 3. The vendor can provide personnel regularly engaged in site work to assist in installation of the seal. Firms responding to this sources sought synopsis that fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. If inadequate responses are received, this solicitation may be issued on an unrestricted basis, for full and open competition. Where to send responses E-mail: jacob.m.shaw@usace.army.mil Place of Performance (Delivery) U.S. Army Corps of Engineers, Walla Walla District Dworshak Dam, Ahsahka, Idaho Description of requirement: 1. Furnish Two Head Cover Seals for use at Dworshak Dam Powerhouse: a new head cover to stay ring seal is needed for repairs on unit #3. Since the old seal design failed very quickly due to its inability to deal with tolerance, a new design was done by HDC (Hydroelectric Design Center). The new design requires the use of an O-Ring Energized Seal, Chesterton Model 22KE or equivalent. The approximate cross section of the seal is to be 1 quote mark x1.5 quote mark (dimensions and tolerances to be finalized after ordering) with an ID of 289.5 quote mark. The seal must have the ability to be fused together on-site. Furnish a total of two seals (one for use at reassembly and one for a spare). 2. Furnish One Fusion Kit for the Seal: a fusion kit to join the two ends of the seal in the field is required. 3. Furnish Detailed Drawings of the Seal 4. Furnish Tooling Necessary for Future Procurement 5. Furnish Field Support for Seal Installation Material Requirements for O-Ring Energized Seal: The material must be of a polyurethane blend such that it can be a single extrude with a length no less than 1250 inches. The seal shall be designed for a 64 micro-inch surface finish. The material used shall be appropriate for exposure to raw river water. Seal must be a standard size with a cross sectional area of approximately 1.0 inches (width) by 1.5 inches (height). Operating Conditions: Minimum operating pressure range shall be 0 psi to 300 psi. Minimum operating temperature range shall be 32 to 80 degrees Fahrenheit. Functional Requirements: Seal must be an O-Ring Energized Seal design, Chesterton Model P22KE or approved equal. Seal must have the capability of being fused in the field, preferably with equipment that will fit in a space measuring no larger than 30 quote mark x30 quote mark x18 quote mark. Seal must be capable of handling a piston/bore variance of at least 0.020 inches diametrically. Package must include detailed drawings of the seals, and dimensions and tolerances for the sealing surfaces. The seal ends must be joined together via vulcanization. Drawings and Additional Equipment: Detailed drawings of the seal must be provided. An on-site fuser is required to join the two ends of the seal in the field. Training / Installation Support: There will be a requirement for training on use of on-site fuser and field support for installation of first seal. Delivery Requirement: 12 weeks after date of contract award. Other information: the solicitation will be posted to the Federal Business Opportunities web site (www.fbo.gov) when released.
