- Solicitation in MS Word format Solicitation in PDF format SMALL BUSINESS INNOVATION RESEARCH (SBIR) FOR PHASE I - GAMES This announcement releases Request for Proposals (RFP) for ED-IES-13-R-0008. The Department of Education's (Department) Institute of Education Sciences (IES) in partnership with the Defense Advanced Research Projects Agency (DARPA) invites qualified small business firms to submit a 2013 Phase I - Games proposal under the Small Business Innovation Research (SBIR) program. This is a joint agency solicitation between IES and DARPA. Phase I - Games is focused on education technology games to improve student learning and outcomes in select topic areas. Firms with strong research or research and development (R/R&D) capabilities in education technology games in the topic areas listed below are encouraged to participate. Topic 1: R/RD of games for statistics and probability, ED/IES Topic 2: R/RD of games for English learners, ED/IES Topic 3: R/RD of neuroplastic games for improving foreign language learning, DARPA Topic 4: R/RD of a hybrid videogame/graphic novel to support computer science education, DARPA. Consultative or other arrangements between such firms and universities or other non-profit organizations are permitted, but the small business must serve as the contractor. Included are instructions for offerors to prepare contract proposals, a description of the proposal review process, and some conditions of a contract award. Contract proposals will be accepted only if they respond specifically to a research priority within this solicitation. It is anticipated that four contracts will be awarded as a result of this RFP. The contract type is Firm Fixed-Price. Phase I Games awards are for periods up to 6 months in amounts up to $150,000. The SBIR Phase I - Games Contract Solicitation will be available ONLY on FBO.gov. Printed copies of the Solicitation will not be distributed. Potential offerors are encouraged to check the FBO.gov for any updates or corrections to the Solicitation. All proposals must be submitted no later than February 5, 2013 by 2:00 pm ET to the attention of Sadaf Afkhami. The reference number to be used for the RFP is ED-IES-13-R-0008. All correspondence and proposals must cite the reference number as provided. Also, please include the reference number in the subject line of all emails. Questions may be directed by email to Sadaf.Afkhami@ed.gov, Contract Specialist. Potential offerors may submit clarification questions no later than January 4, 2013, 2:00 P.M. ET. Please review the RFP for further information. The RFP is a total small business set-aside. Note: The Small Business Size Standard for the North American Industry Classification Code System (NAICS) Code 541720 Research and Development in the Social Sciences and Humanities was changed to $19 million or less in annual receipts. Offerors may use other NAICS codes that are applicable to their project.
