- The Institute of Electrical and Electronics Engineers (IEEE) Annual Renewal The Federal Communications Commission (FCC) intends to purchase a sole source subscription with Institute of Electrical and Electronics Engineers, INC. The proposed effort will provide the FCC's library with an online Subscription to IEEE contains three components that promote the development and application of electro-technology and allied sciences for the benefit of humanity, and the advancement of the profession. The IEEE fosters the development of standards that often become national and international standards. The online subscription provides invaluable information to our engineers. It is essential for the commission to have access to all of the journal articles as well as the technical standards that IEEE creates. Access to these Standards is critical for drafting agency rules and decisions. The period of performance for this effort is one base year beginning 01/01/2013thru 12/31/2013. This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The North American Industry Classification System (NAICS) Code is 511110. Any challenges to this sole source requirement must be received by December 25, 2012 NO later than 12:00pm Washington D.C. local time, in writing, and sent to Beverly.Howell@fcc.gov in order to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. The FCC has already identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Purchase Order to Institute of Electrical and Electronics Engineers, INC. 445 Hoes Lane, Piscataway, NJ 08854.
