Description
This is a Request for Information/Sources Sought Notice only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources that demonstrates the ability to do the required work; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. PLEASE NOTE THAT THIS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. PURPOSE: The Division of Loan Repayment (DLR) and National Research Service Awards (NRSA) are seeking to procure the services of a company that provides access to public records (particularly current residential addresses) locating Loan Repayment participants, trainees and fellows. BACKGROUND: The NIH Division of Loan Repayment, Loan Repayment Program (LRP) provides loan repayment services to aid in the recruitment and retention of highly qualified physicians, dentists, and other health professionals with doctoral-level degrees to biomedical and behavioral research careers. (www.lrp.nih.gov). Loan Repayment Programs have been established for health professionals pursuing clinical, pediatric, health disparities, and contraception and infertility research careers funded by non-profit institutions (extramural LRPs), and for health professionals serving in research positions and fellowships (clinical and basic science) in the NIH intramural laboratories, which are located primarily in Bethesda, MD (intramural LRPs). NIH Institutes and Centers (ICs) award Ruth L. Kirschstein National Research Service Awards (NRSA) for institutional research training grants and individual fellowships to support pre-doctoral and postdoctoral training of individuals (typically for 12 months) to undertake biomedical, behavioral, or clinical research at domestic and foreign, public and private institutions (profit and non-profit). For most NRSA award recipients, a service payback obligation is incurred for the first 12 months of NRSA support with the 13th and subsequent months of support, if awarded, serving to pay back this obligation on a month by month basis. An individual must begin to undertake the service payback requirement within two years after the termination date of the individual's NRSA support unless an extension of time to begin payback has been approved. Most NRSA recipients eventually fulfill their service payback obligation by engaging in activities which are determined to be acceptable service. Some recipients fulfill their obligation via financial payback. On rare occasions waivers of the payback obligation are granted. PROJECT REQUIREMENTS: The NIH, DLR and NRSA are seeking capability statements from small businesses having the ability to provide services to users to enhance the efficiency of access to public records that enable assigned staff to locate participants, trainees and fellows using person locators with up-to-date information. For both, DLR and NRSA, the database should pull information containing the following various sets of data that allows the staff to use and initiate searches such as name, addresses, phone numbers, social security number, death records, and marriage records. The people locator database should have easy-to-use search templates to locate individuals, identify phone numbers, and trace individuals to new residential addresses based on last known residence information. A monthly plan should allow NIH to have at least seven users, if necessary, to accomplish its task at a flat-rate, predictable price. This is based on overall usage, not by user. There will be on-site and telephonic training as needed or requested at no additional charge. Live customer support should be available during business hours to answer questions. There should be automatic updates of usage, sent via e-mail, and searches should be saved in the system by individual users. CAPABILITY STATEMENT/INFORMATION SOUGHT: The established NAICS code is 541611. The capability statement for this sources sought market survey is not expected to be a proposal, but rather statements describing the responding firm's existing experience. The capacity statement should address each of the following questions: 1. Does the scope of your product include ability to search People, Property and Addresses, Legal and Public Records Information, Licenses and Registrations, News and Business Information etc.? 2. Is the available data real-time? Please provide estimates of how many "well organized" records (in billions) are accessible in your system? 3. Is your product entirely Web based? What are the System reliability and security procedures and precautions implemented to ensure uninterrupted service and data integrity? 4. Does your product access multiple data sources for a single search? 5. What is your experience in providing a variety of support services to meet dynamic mission needs in a timely manner? 6. Is training provided and if yes, is online and class room training available? All capability statements must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (i.e.: women-owned, HUBZONE, etc.). Only Electronic copies of capability statements will be accepted and should be emailed to briscoee@mail.nih.gov by December 29, 2012 by 2:00 p.m. EST TBD. The e-mail shall contain the following subject line: NIH-LM-2013-633/EJB DLR/NRSA Search Engine Requirement. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition. TELEPHONE REQUESTS WILL NOT BE ACCEPTED.
