Description

Redacted Justification and Approval for Other Than Full and Open Competition The Department of Transportation/ FTA intends to award a sole source, follow-on task order to Urban Engineers. Urban Engineers is the Project Mangement Oversight Services Contractor (PMOC) of record for the Metropolitan Transit Authority (MTA) project. The original task order was awarded in support of the East Side Access (ESA), Second Avenue Subway, SAS and the MTA project; this is a logical follow-on for this requirement. The task order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. This new task order will be issued to continue the development of a single technical RFP package for the MTA project. The justification for the exception to fair opportunity for a sole source as 'follow-on' contract for this project has been documented and approved per FAR Par 6.302 and is included in the official contract file.
