- Air Force Central Command AFCENT A7/KQ, Shaw Air Force Base SC, intends to award a sole source Firm-Fixed Price Contract under the authority of 10 U.S.C 2304(d)(1)(b) as implemented by FAR 6.302-1(a)(2)(iii)(b) Only One Responsible Source and no other supplies or services will satisfy agency requirements due unacceptable delays in fulfilling the agency's requirements to Lockheed Martin Integrated Systems Inc located at 2640 B Hardee Cove Sumter, SC 29150-1893, for Trusted Thin Client solutions continued engineering support for HQ AFCENT, Shaw AFB, SC; Al Udeid AB, Qatar; and other sites worldwide to support the National Security Strategy and National Military Strategy in combating terrorism in coalition Operation Enduring Freedom. This service includes supporting the operational requirements that support the Joint Force Air Component Commander (JFACC) mission and all aspects of Command, Control, Communications, Computers, and Intelligence (C4I) required for mission success and to integrate the total capabilities for providing on-site technical services and training support. The Period of Performance for this requirement is 16 Jan 2013 to 2 June 2013. The North American Industry Classification System code is 541611 (Administrative Management and General Management Consulting Services) and the size standard is $14.0 million. This is not a request for competitive proposals and no solicitation is available. The government will not be responsible for any cost incurred in preparation of proposals. All interested sources must respond by 22 December 2012, 3:00 PM EST in writing with clear and convincing evidence to support their ability to provide timely and effective services. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timeliness for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
