- Exhibit D Exhibit C Exhibit B A001 A008 A007 A006 A005 A004 A003 A002 Appendix C Appendix B Appendix A FA8105-13-R-0002 Solicitation Non-Recurring Engineering (NRE), acquisition, installation, and testing of the French Air Force (FAF) KC-135R aircraft. The aircraft shall be modified with the KC-135R Block 30 Pacer CRAG, the KC-135R Block 40.5 GATM and the additional Time Compliance Technical Order (TCTO) modifications to include Control Column Actuator Brake (CCAB), AN/ARC-190 Radio, Installation of EPGPWS, Navigation Safety Flight Data Recorder (FDR), Installation of Reduced Vertical Separation Minima (RVSM), Altitude Alerter, ARC-210 Communication Radio, Sealed Lead Acid Battery, Aircraft Rewire Phases 2, 3, 4, 5, and 6, Fuel Flow Signal Conditioner Replacement, Fuel Boost and Override Pump Replacement, Latrine Door Installation, Fuel Savings and Advisory System (FSAS), Automatic Communications Processor (ACP), Cargo Rollers Installation, Replacement of Identification Friend or Foe (IFF) Receiver/Transmitter, Upgrade of FDR to Monitor Military Flight Operations Quality Assurance (MFOQA) Parameters, Installation of Battery Charger Circuit Modification and Traffic Collision and Avoidance System (TCAS). Rockwell Collins shall use the same design hardware and software as the USAF to the maximum extent possible. Rockwell Collins Inc. is directed to sub-contract the aircraft installation to Boeing Company. Installation shall be accomplished at the Boeing facility in San Antonio, TX. The overall scope of this services contract is to upgrade three FAF KC-135R aircraft, tail numbers 62-3497, 62-3525, and 62-3574 to the USAF KC-135R Block 40 GATM configuration. Compliance with any limitations imposed by International Traffic Arms Regulation (ITAR) or National Security Agency (NSA) regarding any Significant Military Equipment (SME) restrictions on the FAF is required. The aircraft modifications shall provide the FAF with a Communication, Navigation, and Surveillance (CNS) system that meets International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA), and Civil Aviation Authorities (CAA) air traffic management requirements. Development of the aircraft modification shall include NRE, hardware kit development, technical order changes, software integration and installation instruction required to complete the modifications. The completed aircraft shall be capable of maintaining precise aircraft position and capable of sending aircraft position and intent to ground Air Traffic Control (ATC) facilities and other aircraft via data-link. Additionally, voice communications will be augmented by direct Controller-Pilot Data-Link Communications (CPDLC) and Airline Operational Control (AOC). Following installation of these modifications, the FAF shall be able to operate their KC-135R aircraft in restricted airspace with improved mission capability and aircraft maintainability.
