- The National Archives and Records Administration (NARA) is seeking information and capabilities statements from responsible small and large business firms for Video and Motion Picture Laboratory Equipment for the NARA College Park, Maryland Office. All interested firms must respond to this synopsis using reference number NAMA-13-RFI-0001. The Federal Supply Schedule Source Number 67, photographic Equipment - Cameras, Photographic Printers and Related Supplies and Services, (Digital and Film Based). To assist in determining qualified sources for future acquisitions, all business firms responding to this synopsis must provide: (1) The name of the firm, point of contact with phone number, number of employees of the firm for the past 12 months, and annual gross revenue for the last 3 fiscal years. (NAICS code 423410 with an SBA size standard of 100 Employees applies.); (2) Detailed information supporting their capabilities and qualifications to provide the required equipment; (3) Specific relevant contracts being performed or recently completed, detailed description of the equipment, explanation of how it relates to NARA's requirement, and total dollar value of contracts, contract numbers, points of contact and phone number; (4) Any other pertinent information which would enable the Government to assess the firm's capabilities and; (5) related price for the video and motion picture workstations (software and hardware). Small business firms responding to this synopsis must state that they are a small business based on the size standard above and state if they are small disadvantaged, woman-owned business, or 8(a). It is imperative that firms respond with the required information so that capabilities can be evaluated accurately. This is not a Request for Quote. This synopsis is for information gathering and planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. Telephone requests will not be honored. ***** System Description: The Video and Motion Picture Laboratories at the National Archives and Records Administration is requesting information about current available Video (Non-Linear Editing) Workstations. The video and motion picture lab is investigating the feasibility and cost of the replacement of the current systems due to lack of support and the obsolescence of the current software and hardware. The National Archives is looking for information on available systems that might meet or exceed our needs. These systems must be capable of digitizing and trans- coding to numerous file formats and encoding parameters in standard definition video, high definition video and motion picture film related formats. The formats required include popular production and post production formats used in video and motion picture as well as archival formats used in the long term preservation of digital moving image media. Below is a sample of technical specifications that would be required in the design of an NLE for use in the video and motion picture labs that would support the goal and mission of the National Archives preservation and access programs. Hardware requirements: • Processing speed to support the capture and transcoding of HD, SD, and Motion Picture production quality formats • A minimum of 8 TB of storage/ RAID 0 with support for RAID 5, 6, 10 • Integrated USB, eSATA, IEEE 1394, and Ethernet ports • Dual DVI or DP display outputs • Internal Media Card Reader • Keyboard/ Mouse • Dual Flat panel LCD displays I/O configuration: • SD-SDI • Firewire IEEE 1394a • HD-SDI • Dual Link HD-SDI • AES/EBU • S-video • Composite Video • Component Video • SD and HD reference • Balanced analog audio I/O (XLR type) • D-terminal (D3) • Time code I/O • RS422 Serial Machine control Support Supported analog video I/O formats: • Standard Definition NTSC 525i, PAL 625i Supported Uncompressed Video Formats: • Uncompressed 10-bit • Uncompressed 8-bit Both 10-bit and 8-bit should be able to be captured to AVI, MOV, and MXF wrappers and support 4:2:2 chroma sub-sampling Supported Compressed Video Formats: • DVCPRO • HD/DVCPRO • HDV • DV • JPEG 2000 (8-bit and 10-bit) • P2 • XDCAM • ProRes422 • ProRes444 • DPX • Windows Media • MPEG-4/H.264 • MPEG 2 • Varicam • Microsoft DV • MPEG-1 • QuickTime Additional Capabilities: • Capture multiple audio channels simultaneously • Read and store both LTC and VITC time code • Ability to read and store captions • Ability to capture uncompressed 1080p The current systems are built by 1 Beyond using their HD OctoFlex workstation model. These workstations are running Thomson Grass Valley's Edius capture/edit software ver. 5.5, also included is the I/O hardware Canopus HDBX1000, multiprocessor, mouse, keyboard, and dual digital LCS monitors
