Description
The United States Special Operations Command (USSOCOM) Directorate of Procurement is considering an increase to the value of the Tactical Combat Casualty Care (TCCC) Casualty Evacuation (CASEVAC) contract H92222-10-D-0023, which was awarded on 17 August 2010 to Tribalco, LLC. An increase of $40M is anticipated in order to enable life cycle sustainment of these systems through 31 October 2015. The increase will apply to the individual components and sub-assemblies required to replenish and resupply the CASEVAC Sets. The rationale for this increase is that the contractor providing these systems provides the only uniquely packaged and configured sub-assemblies within the CASEVAC Set which maintains critical configuration control of these life saving devices. The original ceiling price was established based on operational requirements assessed at the time. Since then, organizational and operational events have generated unforeseen additional requirements for CASEVAC components. Of the 965 unique items, 691 of these items consist of Tribalco's unique sub-assemblies and configurations which are not commercially available. While the remainder of items within the set are commercial off the shelf items, they are critical life saving monitors and other equipment that must interact and be interoperable with the other components within the set. Substitution of these items with incompatible products could directly result in further trauma or loss of life. Thus, pursuit of full and open competition would result in unacceptable delays and substantial duplicate costs.
