Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Naval Surface Warfare Center, Crane Division (NSWCCD) conducts Market Research directed toward systems, subsystems and components in support of United States Special Operations Command (USSOCOM) and our nations special operations warfighters. The Crane Division is requesting technical submissions in support of the PEO-Fixed Wing AC-130J program that address the various technologies outlined below. An Industry Day is also being planned as a follow on to this Market Research effort. Details will be provided in a follow on amendment to this announcement. Technical Submissions: Are Due no later than 11:59 PM (EST) on 20 January 2013 Shall be submitted to: CRAN_Airborne_EO@navy.mil Shall consist of a quad chart and white paper not to exceed 5 pages(templates are attached to announcement) Shall identify the specific technology being addressed Shall identify technical effort, risks and current Technology Readiness Level (TRL) Shall NOT be reproduction of commercially available website information or literature. Selected technical submissions of the most interest to the government may be given the opportunity to brief their submittals at a joint USSOCOM / Airborne EO Industry Day at a place and time TBD. Specific times and places for the briefings will be coordinated through the NSWC Crane Airborne EO Branch. The number of papers requested to be briefed may be limited due to time constraints and submission of a white paper does not guarantee an opportunity to brief. Proposals may be submitted by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. The Crane Division encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities. Only properly formatted Technical Submissions, questions or concerns shall be sent to: CRAN_Airborne_EO@navy.mil Any email sent shall have a formatted subject line as follows: Your company name - Name of technology Example email subject line:Acme Displays - Next Generation Displays Specific technologies that the government is interested in are: Cockpit Displays - Flat Panel (up to 15 inch diagonal): Flat Panel displays are utilized in cockpits for display of sensor imagery, moving maps and other computer generated graphics. A need for displays with characteristics such as flexible, see-through, and ultra-lightweight are desired. Cockpit Displays - Projection (Heads Up): Heads Up Displays that are compact, provide a wide field of view, exhibit day/night capability and are interoperable AC-130/J strike and navigation subsystems are desired. Helmet Mounted Displays (HMD) and Systems: Helmet Mounted Displays that exhibit capabilities including day/night operation, see-through, robust, minimize fatigue (both eye and physical) and provide a wide field of view are desired. HMD Systems that are integrated with helmet systems, tracking systems and other interactive capabilities for pilots are desired. Wearable Displays: Innovative wearable displays that can be made interoperable with aircraft pilot systems and subsystems including helmets, oxygen masks, night vision goggles, etc are desired. Head Tracking Systems: Innovative technologies related to head tracking for helmet mounted display applications are desired. Computer Input Devices: Innovated methods for interacting with computer driven displays including text input, menu interaction, and capabilities including scrolling, swiping, gesturing, etc are desired. Input devices that allow AC-130/J pilots and co-pilots to interact with computer systems without using traditional methods (keyboard and mouse) are desired. 2013 AC-130/J Displays and Peripherals Industry Day Schedule TBD: Government Brief to Industry It should be noted that the Government may utilize non-government contractor employees that provide direct support to the Government as advisors to the Government. Contractors must be properly registered in the Governments Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement.
