- This is a modification to the synopsis entitled LITHIUM-ION BATTERY CELLS NNC13459074Q which was posted on 12/3/12. You are notified that the following answers are made available: Questions and Answers for NNC13459074Q Question: Will a cylindrical geometry be selected? Answer: All cells that meet the electrical performance requirements will be considered for selection. Question: Is there a specific energy requirement? Answer: There is no cell-level specific energy requirement, however, we are seeking cells that are optimized for energy, not power. The goal for the mass of the assembled 120V modular battery demonstration unit, including electronics, is less than 98 kg. Question: Will the 16 cycles per day run continuously for 3500 cycles or will cells be allowed to have relaxation in between? Answer: The intention is not to cycle continuously for 3500 cycles. Since the eventual battery will be used for a ground demonstration, cells will have ample time to rest and equilibrate after undergoing relatively few cycles while different mission scenarios are being simulated. Question: Is this for internal testing? Answer: Yes, ground testing on the demonstration units that will be built from the cells will be performed internally at NASA and will be for demonstration purposes only. Question: I was reviewing the subject solicitation and saw that it is listed as a Total Small Business set-aside. My organization is not classified as a Small Business, and I wanted to confirm that a large business is not qualified for award of this procurement. Answer: This procurement is a small business set aside. All credible responses from small businesses must be evaluated first. If no small business bids or the bids do not meet the specifications, then the solicitation can be opened up to large businesses. In such a case, a modification to the solicitation will be posted with a new deadline to respond. Question: The solicitation is a small business set aside at this time. How would NASA Glenn potentially modify the solicitation if no credible responses were received and if it would be opened to a full solicitation? Answer: A modification just stating that it is then open to full solicitation. There are no technical requirements that will change based on the potential bidders. Question: Is there a cell energy density target? Answer: There is no cell-level energy density requirement, however, we are seeking cells that are optimized for energy, not power. The due date for responses is not extended. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
