- This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Department of Army Office of Small Business Programs or the U.S. Army ACC-Redstone, will take procurement action in this matter. This is NOT a solicitation for proposals, applications, proposal abstracts or quotations. The purpose of this RFI is to obtain knowledge and information to assess capability levels of HBCU's for program participation. Furthermore, neither Department of Army Office of Small Business Program/ACC-Redstone nor the government will be responsible for any cost incurred in furnishing this information. The Department of Defense (DoD) Mentor-Protege Program (MPP) was established in 1991 by P.L. 101-510 to provide incentives for Army contractors to assist eligible proteges in enhancing their capabilities to satisfy Army and other contract requirements, in order to increase the overall participation of eligible proteges in Army acquisitions. The Army objective is to help foster the relationship between the mentor and the protege to increase the industrial supplier base and enable the transition of eligible proteges from subcontractors to prime contractors. An additional intent is to increase subcontract opportunities under the Mentor's contracts, Department of Defense (DoD) contracts, other government agency contracts, and commercial contracts, and to promote the establishment of long-term business relationships between eligible proteges, the Mentor and other contractors. In addition, P.L. 111-84 provides for the utilization of HBCU/MIs in defense research programs. As an incentive to increase the participation of HBCU/MIs in DoD subcontracting, the Mentor-Prot g Program provides that the mentor may subcontract with HBCU/MI, as well as certain government-sponsored groups (Small Business Development Centers and Procurement Technical Assistance Centers), to provide additional assistance with transfer of technical capabilities to the proteges. The mentor can be reimbursed for this expense or may receive credit toward its subcontracting plan goals by an amount equal to four times the value of the assistance provided. Reference DFARS Subpart 219.7100 Appendix I-106 (7) allows for reimbursement for quote mark Assistance that the mentor firm obtains for the proteges firm from one or more of the following quote mark eligible entities: (i) Small Business Development Centers established pursuant to Section 21 of the Small Business Act (15 U.S.C. 648). (ii) Entities providing procurement technical assistance pursuant to 10 U.S.C. Chapter 142 (Procurement Technical Assistance Centers). (iii) Historically Black colleges and universities. (iv) Minority institutions of higher education. In order to accurately and efficiently manage the DoD MPP, the program is seeking information regarding capabilities and maturity level of those capabilities of HBCU/MI's to provide direct in-house assistance in performing the following services: ISO Training ISO 9001:2008 Quality Management ISO 14001:2004 Environmental Management AS 9100 Aerospace ISO 27001:2005 Information & Data Security ISO 20000:2005 Information Technology ISO 27032 Information Technology - Security Techniques - Guidelines for cyber security (FDIS) Capability Maturity Model Integration (CMMI) Solutions from capability level zero (0) to three (3) and/or Maturity Level 1 to 5, to include the following Models: CMMI for Acquisition (CMMI-ACQ) CMMI for Development (CMMI-DEV) CMMI for Services (CMMI-SVC) People CMM Project Management Professional (PMP) Certification Lean Six Sigma/Kaizen ITIL Certification Business Development Financial Management Human Resources Leadership Development Security Clearance Levels Facility Personnel Responses must include 1) Name and Address of School; 2) Name and title of the primary point of contact for the response; 3) Email address and phone number of the primary point of contact, 4)Description of the capability level of any of the above listed services, 5)Maturity of service (how long you have performed this service).
