Description

The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm-fixed price purchase order, on a sole source basis, with Korea University Research for the purchase of support service to develop procedures, algorithms, and software tools for an equation of state based on the UNIFAC (universal functional activity coefficient) predictive model, for the assessment of vapor-liquid equilibria on the basis of experimental data stored in the NIST SOURCE Data Archival System and other relevant sources under other than full and open competition. NIST cites FAR 6.302-1(a)(2) (see excerpt below) as primary rationale for Sole Source Determination. (2) Only one responsible source and no other type of supplies or services will satisfy agency requirements. Sole Source determination is based on the following: Prof. Jeong Won Kang is the only known source that has all the required technical knowledge, skills and abilities, specifically an expert-level familiarity with the NIST SOURCE archival system for thermophysical property data and an expert-level familiarity with NIST Standard Reference Database 103b (NIST ThermoData Engine).. As a result, Korea University Research is uniquely qualified to satisfy the Government's minimum requirements.
