Description
SYNOPSIS Arnold Engineering Development Complex (AEDC) has a requirement to provide all materials, labor, equipment, and transportation necessary to fabricate, machine, clean, inspect, and deliver a new set of stator blades (466 blades/set) for an Allis Chalmers VA-1409 axial flow compressor. Work shall be accomplished at the Contractor's facility. The stator blades are a component of an Allis Chalmers compressor located at Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee 37389. The period of performance is up to 240 days after award of contract. This procurement will be a full and open. The applicable North American Industry Classification System (NAICS) code is 333912. The Business size standard is 500 employees. The government intends to award a firm-fixed-price contract. The Request for Proposal (RFP) with detailed Statement of Work will be available electronically on the Federal Business Opportunities (FBO) web page at http://www.fbo.gov on or about 3 January 2013. Proposal due date will be on or about 5 February 2013. No hardcopies, faxes, or emails will be available. The actual response time will be announced with the complete solicitation package on or about 3 January 2013. ** Note: The above dates are estimated** Please register as a source to be notified of RFP Amendments, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be registered in the System for Award Management System (SAM), in order to be eligible for award. Information concerning the System for Award Management System registration requirements may be viewed via the Internet at https://www.sam.gov/portal/public/SAM or by calling the Help Desk at 1-866-606-8220. All responsible sources may submit a proposal which shall be considered by the agency. AFFARS 5352.201-9101 OMBUDSMAN (Nov 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU or ARISRA level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
