- AMENDMENT TO Pre-Solicitation Notice issued December 13, 2012 : AMEND CLASSIFICATION CODE TO, UPDATE FSC CODE and UPDATE NACIS SIZE STANDARD **This pre-solicitation notice is for INFORMATION PURPOSES ONLY.** This is a pre-solicitation notice for N00174-13-R-0015 which is anticipated to open on January 8, 2013. Naval Sea Systems Command, Naval Surface Warfare Center Indian Head Division (NSWC, IHD) has a requirement to perform a series of tests on copper (I) 5-nitrotetrazole (DBX-1) in medium & Cannon Caliber detonators (M55 and M100) to provide evidence that DBX-1 is a direct drop-in replacement for lead azide. The contractor shall provide all labor, material (except for specific GFM), and facilities to produce the detonators in the specified configuration, details of design changes and documentation of test data. The Statement of Work will be provided with the Request for Proposal (RFP). A firm fixed price type contract is anticipated. It is anticipated that this effort will have a base and 2 option periods of performance. Award will be based on technical, past performance and price. This procurement is for non-commercial service in accordance with FAR Part 15. The associated NAICS Classification is 541330, the size standard is $14 Million and the FSC Code is B599. This solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. IMPORTANT NOTE: Contractors must be registered in the System for Award Management (SAM) database to be eligible for contract award or payment from any DoD activity (FAR 52.204-99). Information on registration and annual confirmation requirements may be obtained by accessing the SAM website at http://www.sam.gov. Prospective contractors must complete electronic representations and certifications in conjunction with required registration in the SAM database. The representations and certifications must be updated as necessary, but at least annually, to ensure they are kept current, accurate and complete (FAR 4.12).
