Description
MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the Office of Regulatory Affairs (ORA) requirement for a service agreement for their Applied Biosystems 3500 Genetic Analyzer. The FDA is seeking small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, 8(a) certified companies. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The government is seeking capability statements from small businesses capable of performing maintenance and service meeting the below performance requirements. One (1) year service agreement for the Applied Biosystems 3500 Genetic Analyzer. [Serial No. 22314-130] This is for a servicing agreement that includes: Parts, labor and travel. One planned maintenance visit annually. Two days response time for service calls. Priority telephone and email access to instrument technical support. Telephone and email access to application technical support. Telephone and email access to application technical support. Remote Monitoring and Dx Service, providing notification of instrument failures or errors that are reported by remote monitoring software. Service and maintenance for the Applied Biosystems 3500 Genetic Analyze will be performed for one (1) Base Year to include four (4) option years of servicing for the Food & Drug Administration's, Office of Regulatory Affairs (ORA). The Contractor shall meet the following maintenance and service performance requirements which include: 1. Parts, labor and travel for remedial repair. 2. No charge for planned maintenance visits. The number of planned maintenance visits will be performed during the plan period. 3. Guaranteed priority response time of 2 business days after receipt of a service call for instruments. If contractor fails to arrive at the instrument location within 2 business days for reasons other than customer's failure to provide access to contractor or causes beyond the reasonable control of contractor, the contractor will provide customer a service plan renewal credit in an amount equivalent to one day's pro-rated charge for each day that contractor's response is late. 4. Target response time of 3 business days for remedial repairs. Contractor will use reasonable efforts to respond within 3 business days from receipt of a service call. 5. Priority telephone and email access to instrument technical support. 6. Telephone and email access to application technical support. 7. Smart Services remote monitoring, which provides for notification to customer of instrument failures or errors that are reported by the contractor. The offeror may provide information on multiple types of service agreements plans available and pricing of each. The offeror shall furnish sufficient technical information necessary for the Government to conclusively determine that the offered instrument and components meet the technical requirements identified above. Firms believing they can meet the requirements to the above specifications are encouraged to respond electronically with no less than the following information: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address; • Sufficient descriptive literature that unequivocally demonstrates that offered products and services meet or exceed above specifications. • At a minimum provide the following: All descriptive material necessary for the government to determine whether the service/product offered meets the technical requirements including: technical specifications, descriptive material, literature, brochures and other information, which demonstrates the capabilities of the contractor to meet the requirement. Indicate whether the organization is the manufacturer of the items or authorized maintenance provider. • The offeror includes documentation of technical competency on the operation and repair of the Applied Biosystems 3500 Genetic Analyzer [Serial No. 22314-130]. Such documentation should include certification from the original equipment manufacturer within the past calendar year. • Provide a list of prior experience servicing the Applied Biosystems 3500 Genetic Analyzer [Serial No. 22314-130] as detailed above and contact information on at least two references that can be contacted that the contractor has provided similar services within the last two years. Name, telephone number, email address, contract number and description of services with dollar amount. • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested. • Though this is not a request for quote, informational pricing must be submitted. Provide price for 1 year base period with four 1-year options. The associated North American Industry Classification System (NAICS) Code is- 811219- Other Electronic and Precision Equipment Repair and Maintenance; Small Business Size Standard is $19 million. Notice of Intent: Responses to this sources sought announcement will assist the Government in determining whether or not any future requirement similar to this one should be set aside for small business, made available to full and open competition or procure through sole-source acquisition procedures.
