Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 6, Asheville and Salem Medical Centers by means other than full and open competition. 2.Nature and/or Description of the Action Being Processed: This is a request for other than full and open completion for the procurement of C. Difficile/Epi 10 test kits from Cepheid. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Medical Centers require C. Diff test kits which are used on the GenXpert analyzer owned by the stations. The estimated cost is $44,160.00. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(g), as implemented by FAR 6.302. ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VISN-6 purchased analyzers capable of automated testing for MRSA and C. Diff. The MRSA test kits are available through an FSS-BPA, but the C. Diff kits are not currently part of the Cepheid schedule. The C. Diff test kit offers the fastest automated results of currently offered kits using an instrument the lab currently owns. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: None. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Pricing offered to the Asheville VAMC is the same as pricing offered to all VAMC facilities. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: No market research was conducted as this purchase is for a component of an existing testing system. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: A new contract for automated RNA analysis will be competed in Spring 2013 which will include these tests.
