Description
This notice contains two announcements. Announcement 1, The FAA intends to issue a 30 day contract extension under contract number DTFAWA-08-C-00103 to Zeta Associates of Fairfax, VA for senior systems engineering support for the Federal Aviation Administration's (FAA) Wide Area Augmentation System (WAAS) Program. The purpose of this extension is to allow for work to continue, until a new contract can be awarded. The estimated value of the extension is $275,000.00. Announcement 2, The FAA intends to issue a single source award to Zeta Associates of Fairfax, VA senior systems engineering support for the Federal Aviation Administration's (FAA) Wide Area Augmentation System (WAAS) Program. The anticipated period of performance including options is from February 1, 2013 through January 31, 2018. The estimated total value inclusive of all options is $18,530,672. The authority for this single source procurement is provided by AMS Section 3.2.2.4. The WAAS Program is a national mission-critical safety of life navigation system, so maintenance and performance upgrades must be executed such that operational availability, continuity, and integrity of performance are maintained. The WAAS Program is currently planning for the next phase of the program. As the WAAS Program enters the next phase of the program, systems engineering expertise will be required. In particular, detailed knowledge of the WAAS architecture is required to support and maintain system integrity as changes to the system are made. Complexity of the WAAS architecture requires subject matter experts in GPS and GEO satellite signal processing. Zeta personnel are integral to this effort, specifically in the assurance that no system modifications may result in a failure to meet stringent hazardously misleading information (HMI) requirements. Prior to initial operating capability of WAAS, FAA had trouble certifying the WAAS integrity design. Due to the stringent safety requirements imposed upon WAAS, verification of system integrity requirements can only be stated statistically and verified through analysis. To accomplish this task, the WAAS Integrity Performance Panel was created, comprised of experts within the FAA, academia, and industry to perform this work. From the onset, Zeta personnel have been designated as key members of this work and have continued to perform this work through the most recent analysis for Release 3B of the WAAS follow-on contract. Since 1997, Zeta Associates has provided systems engineering support to the FAA's WAAS product team on matters related to GPS system engineering and signal processing; GPS/WAAS G-II and G-III Receiver Development; GPS/WAAS antenna design; production and deployment of the integrity design for WAAS Code Noise Multi-path monitor; radio frequency interference; interference mitigation techniques; and development of signal generator subsystems. Due to the highly specialized nature of this requirement, a new awardee will need a lengthy transition period (months or years learning FAA Systems) prior to performing the required support. Therefore, awarding this requirement to a vendor other than Zeta would cause a significant delay in completing the next Phase of the WAAS Program. For the reasons stated above, it is in the Government's best interest to award this requirement to Zeta Associates. A competitive solicitation is not available for these procurement.
