- The Naval Facilities Engineering Command “ Southeast (NAVFAC SE) is seeking manufacturers and/or distributors of variable refrigerant flow (VRF) heat pump & air conditioning units to be installed in various military facilities within the Southeastern United States. The units must meet the requirements of the Buy American Act. The technical requirements for these units are described in Paragraph 1 below. To be compliant with the Buy American Act, the units must meet the requirements of the Act as defined in Paragraph 2 below. 1.TECHNICAL REQUIREMENTS a.Outdoor air shall be provided by a separate HVAC system and the fan-coil units located inside the facility shall not be required to handle un-conditioned outside air. b.The VRF system shall transport heat between an outdoor condensing unit and a network of indoor fan-coil units located near or in the conditioned spaces through refrigerant piping installed in the building. VRF HVAC systems shall be utilized to provide year-round cooling and heating for military facilities. c.Indoor air conditioning units shall be wall-mounted or ceiling-mounted located inside the conditioned spaces. Floor-mounted units are not allowed. Air-cooled condensing units and/or heat pump units shall be located outside, exterior to the facility. d.VRF systems can be distinguished from other direct expansion (DX) HVAC systems by the following: (1)Arrangement: Multiple indoor units can be connected to a common outdoor (condensing) unit with refrigerant piping. (2)System Types: Indoor and outdoor units, equipment and systems can be provided that are cooling only units (VRF-AC); heat pump units (VRF-HP), or heat recovery units (VRF-HR). (3)Scalability: Outdoor units can be single modules, or multiple modules for larger capacities. (4)Variable capacity: Outdoor units contain one or more variable-capacity compressors, which are operated only at the compressor speeds necessary to satisfy the space cooling (or heating) needs. (5)Distributed Control: Systems are connected by copper piping, distributing refrigerant to separation tubes, distribution headers, several types of heat recovery control units. (6)Simultaneous Heating and Cooling: Systems shall feature heat exchangers in distribution boxes used to transfer some heat from the superheated refrigerant exiting the zone being cooled to the refrigerant that is going to the zone to be heated. (7)VRF systems shall include oil and refrigerant management systems 2.BUY AMERICAN ACT: FAR Subpart 25.200 implements (1) The Buy American Act (41 U.S.C. 10a - 10d); (2) Executive Order 10582, December 17, 1954; and (3) Waiver of the component test of the Buy American Act for acquisitions of commercially available off-the-shelf (COTS) items in accordance with 41 U.S.C. 431. It applies to contracts for the construction, alteration, or repair of any public building or public work in the United States. FAR 25.201 Policy requires, except as provided in 25.202, use only domestic construction materials in construction contracts performed in the United States. 3.SUBMISSION REQUIREMENTS: Manufacturers and/or suppliers responding to this announcement are requested to provide the following information for products meeting the requirements of paragraphs 1 and 2 above: SUBMISSIONS MUST BE COMPLIANT WITH FAR clause 52.225-9. a.Manufacturer ™s name, address, phone number and point of contact. b.Name of country where the units are manufactured. c.Unit cost for the VRF HVAC equipment. d.Catalog cut of the VRF HVAC equipment demonstrating that they meet the technical requirements outlined in Paragraph 2 above. e.When did the VRF HVAC equipment become available. f.Manufacturer ™s certification that the product is an end product, as defined by the Buy America Act, manufactured in the United States. g.Quantity of units manufactured in calendar years 2011 and 2012 THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS.
