- This is ONLY A SURVEY OF THE MARKET to determine if there are potential small businesses that can satisfy the following requirement: Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD [AT&L]), Directorate of Corrosion Policy and Oversight (CPO) is considering A&AS Indefinite Delivery/Indefinite Quantity (IDIQ) contract or Blanket Purchase Agreement with a period of one (1) basic year and four (4) one-year options. The Government intends to make multiple awards for a five-year period in FY13. Maximum contract total is $50 million over the five-year life of the contract. The applicable NAICS 2012 code is 541330 with a size standard of $14,000,000.00. The purpose of this contract is to provide professional A&AS services to include corrosion prevention and control and advanced materials technology development and engineering support for lifecycle and sustainability improvements and technology deployment across DoD and DoD-related assets. Contractor support requirements shall consist of a broad range of analytic, scientific, engineering, and management related services, to include aspects of laboratory, facility, meetings, conferences, outreach, international information exchange including NATO programs, and field support. The contract will be awarded to three firms with capabilities of ALL major areas: 1. Corrosion Policy and Guidance 2. Program Oversight and Coordination Support 3. Corrosion Research, Development, and Technology Implementation 4. Training 5. Outreach and Communication 6. Mission Support The use of consultants, joint ventures, or complete in-house capability of the above-listed areas is acceptable. At the present time, this acquisition is not expected to be issued as a small business set-aside, however, if your firm is a small business and intends to submit an offer on this acquisition, please respond to the contact listed below via email with "Sources Sought for HQ0034-13-SOURCES" in the subject line. YOUR RESPONSE WILL ADHERE TO THE FOLLOWING GUIDELINES: (a) It will include a positive statement of your intent to submit a proposal for this solicitation as a prime contractor. (b) It will contain evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers or email addresses. (d) It will include 3 pages of your company's capability to provide the required services. See the attached DRAFT Performance Work Statement. Your response to this sources sought is required by 11:00 a.m. EST on 20 December 2012. Questions will only be accepted in writing.
