Description
A lack of energy, particularly a growing shortage of electricity, remains the number one constraint on economic growth within Pakistan and has the potential to create further political instability. Regular, rolling blackouts plague much of Pakistan and increasingly "load Shedding" occurs for 8, 10, or even 12 or more hours per day in Pakistan's major cities during certain months of the year. In Karachi, protests over power outages have turned violent. In Pakistan's industrial base, insufficient power has shut down textile factories, putting thousands out of work. Sixty-four percent of public schools have no electricity, and domestic natural gas supply is rationed with no import capability in place. For these reasons, energy is the number one priority for U.S. assistance in Pakistan. The U.S. aims to support the Government of Pakistan (GOP) and Pakistan's private sector to improve the quality and reliability of energy services to 60 percent of the population in five years and also make longer-term progress toward solving its energy crisis, thus contributing to economic growth and reducing the tendency for instability and social unrest. This will be achieved by improving the quality and quantity of energy supplied to customers (including increasing energy supplies and reducing load shedding). Phase I and II of the U.S Signature Energy Program in Pakistan invested in policy reform, capacity building and efficiency improvements, as well as small-and medium-sized infrastructure investment to increase electricity generation. As we enter Phase III, the FY 2011 budget will support large-scale projects with the Government of Pakistan to increase the power supply in the long-term, as well as smaller projects to immediately increase access to power. Therefore, this project is designed to conduct Environmental Assessment of Kuram Tangi Dam Construction.
