Description
Through this contract the Government of Nepal's (GON) capacity to plan, manage and deliver high quality and equitable family planning, maternal, newborn and child health services will be greatly improved with cross-cutting health system strengthening interventions. H4L interventions directly address key health system constraints in the following areas: local health systems governance; data for decision-making and evidence-based policy development, human resources; quality improvement systems; logistics systems; and, knowledge and behavior change. The Contracting Officer determined that the contract would be competed as a Cost Plus Fixed Fee, Completion type contract. The selection of a cost reimbursement type contract was based on the cost uncertainty involved in the contract performance. due to the degree to which the contractor lacks exclusive control in the achievement of the objectives, and in particular, the degree to which the project is expected to engage third parties such as the GON, Ministry of Health. The [perceived] risk and lack of attribution when a contractor works with third parties to achieve project results and deliverables warrants a determination of a cost-plus-fixed fee versus no fee. It is also proper as compared with other types of fee arrangements that inappropriately credit or penalize contractor performance in third-party collaborative projects.
