Description
Attached is the combined Synopsis Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation will not be issued. The solicitation reference number F4ATD12324A001 is issued as a Request For Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-63. This acquisition will be a 100% small business set- aside under North American Industry Classification System (NAICS) code is 332312. The business size standard is 500 employees. Please refer to attachment one of this document for the list of materials and quantities. Any questions for clarification are due to the issuing office by 4pm (CST) on Tuesday, December 18, 2012. EVALUATION FACTORS: In accordance with FAR 52.212-2, Evaluation-Commercial Items, the Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factor(s) considered. The following factors shall be used to evaluate offers: technical acceptance and price. Award will be made to the offeror whose proposal is determined to be the lowest price technically acceptable (LPTA). 1. Technical Acceptability 2. Price (1) Technical Acceptability In order to be considered technically acceptable, the vendor must provide items that meet the description of each item in attachment 1. The Government is not responsible for locating or obtaining any information not provided in the quote. Offerors will receive a rating of "Technically Acceptable" or "Technically Unacceptable". Any offeror who receives a "Technically Unacceptable" rating will be eliminated from the competition and no longer considered for award. (2) Price The total price, will be the determining factor after Technical Acceptability is determined. The award will be issued using Simplified Acquisition Procedures in accordance with FAR Part 13. Vendors shall submit prices for all items in attachment 1 and must be prices as FOB Destination (shipping and other fees are included in the cost of the items).
