Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to 12/17/2012 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number, VA261-13-Q-0517 is issued as a Request for Quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-63 effective December 10, 2012 and Veterans Affairs Acquisition Regulation Supplement (VAAR) current to January 7, 2010. The North American Industry Classification System (NAICS) Code for this acquisition is 519120, Size Standard: $10 MIL. Only emailed requests received directly from the offeror are acceptable. General the work required by this contract shall be performed in accordance with Specifications and this statement of work. The contractor shall furnish and install a required emergency equipment, to include lights, siren, controllers, mobile radar unit, wiring, computer and video capture equipment (GFE) which will provide the Police Service with an operational patrol car.. Contractor shall furnish and install new lighting systems, existing or new communication systems, siren and public address systems, wiring for Radio System infrastructure at all other site locations. Contractor shall coordinate with COTR to determine pathways and routes. Contractor is responsible for all endpoint terminations. Contractor is responsible for all programing and configuration on all Radio System Components to ensure integrated communications with other VISN 21 Police Services. Contractor shall provide all system testing and commissioning. Contractor to provide eight (8) hour of onsite training.
