- Market Research Questionnaire Draft Statement of Work THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. Solicitations are not available at this time. This sources sought announcement is published for market research purposes. This notice is issued preliminary for planning purposes only. This notice does not constitute a commitment by the Government. The U.S. Marshals Service, Justice Prisoner & Alien Transportation System (JPATS) has a requirement for refresher academic and simulator training for JPATS pilots operating HS-125-800 series aircraft. All services shall be provided in accordance with the attached Draft Statement of Work. The associated North American Industry Classification System (NAICS) code for this requirement is 611512, with a business size standard of $52.5M. The Government contemplates making a single award, firm-fixed price, requirements type contract. The requirement will have one (1) line item. The line item's requirement for the performance period is as follows: Line Item #1: Hawker 800XP Recurrent Pilot Course (estimated 8 events) Hawker 800XP, Briefing Hawker 800XP, Courseware Hawker 800XP, GS Hawker 800XP, Sim-PF Hawker 800XP, Sim-PNF The period of performance is date of award through 30 September 2013. Interested parties are encouraged to respond to this announcement by completing the attached Market Research Questionnaire and submitting your company's experience, qualifications and abilities to meet the requirements listed above. Send your response to Victor J. Stamps, Contracting Officer, via fax or email. Information shall be submitted by 2:00 P.M. (Central Daylight Time) on December 27, 2012. All responses to the market survey questionnaires should be emailed or faxed to the POC listed below prior to the response date/time. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications such as requests for clarification and/or information or questions concerning this notice should be submitted via email or fax to the POC. In accordance with Federal Acquisition Regulation, Part 10, market research is being conducted to determine interest and capability of any additional sources for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTE: (FAR 52.204-7) Prospective contractors must be registered in the SAM database prior to award of a contract. By regulation, no DOD contract can be awarded to any contractor that is not registered in the Department of Defense quote mark System for Award Management quote mark (SAM), formally the CCR database.
