Your response will be used for market research purposes only. ******************** The purpose of this RFI is to gain a better understanding of the administration, operations and current industry trends within the HOA Governess and Management Service industry. Background: The Federal Deposit Insurance Corporation (FDIC) is responsible for real estate assets, such as residential and office condominiums, subdivision development containing dwellings, lots, pool and club house facilities all of which have an HOA in place. In order to gain a better understanding of current industry trends and practices related to the above-mentioned services, the FDIC is requesting general information and guidance on the topics and questions identified below. This RFI is intended to provide information for market research purposes only. Responders are invited to provide comments on the topics and questions below and include suggestions for improving the scope of a possible acquisition. Responses to this RFI should be as succinct as possible, while providing specific information that addresses the following: General Information and Questions (1) Financial Management: - What types of security are there for HOA funds? - What is the invoicing process? Is there dual control for approval? - Is there insurance against fraud or crime - What are the accounting requirements such as filing of tax returns, reserve accounts, and special assessments? - Is there an annual Budget prepared? What other reports are available? - Is there an internal or external auditing process? (2) Administrative Services/Bylaws and Covenants: - If the FDIC has the ability to be on the Board of Directors could a firm occupy this position on our behalf? - If a firm represents the FDIC, what delegation of authority would be needed? - What is the development process of the Bylaws and Covenants? - Process for homeowners to request documents or information? - When and how often is property inspections completed? - What is the review process and documentation? - What is the process of enforcement? - When do firms send out violations? - What is the process to resolve complaints? (3) Emergency Services: - What type of emergency services do firms within this industry provide? - When are emergency services provided? (i.e. Is someone on call 24/7? ) (4) Contact Information/ Internet Programs: - How do homeowners contact the HOA? - Is there a hotline? - Is there access to file requests/complaints online? - Are there other types of internet access? (5) Staffing: - How is the HOA staffed? - Are there special needs and/or licenses required of the staff members? (6) Pricing/Fees: - What type of Pricing/Fee structure is utilized for clients of firms within this industry? (7)Other (MISC): - What other items are typical for clients working with firms within this industry?
