Your response will be used for market research purposes only. ******************** The purpose of this RFI is to gain a better understanding of the administration, operations and current industry trends within the Real Property Tax Service industry. Background: The Federal Deposit Insurance Corporation (FDIC) is responsible for real property taxes. In order to gain a better understanding of current industry trends and practices related to the above-mentioned services, the FDIC is requesting general information and guidance on the topics and questions identified below. This RFI is intended to provide information for market research purposes only. Responders are invited to provide comments on the topics and questions below and include suggestions for improving the scope of a possible acquisition. Responses to this RFI should be as succinct as possible, while providing specific information that addresses the following: General Information and Questions (1) Appraiser and Consultant Qualifications: - Are their certain certifications required? - What are the different experience levels? (2) Evaluation, Data Collection and Maintenance: - What is the process for data collection and information conversion? - What is the process for collection of historical information/ updating information in a timely manner? - What is the process for review, analysis, and documentation? (3) Exemption Filing/Appeals: - What is the process for property exemption and exclusion filings? Abatements and Refunds: - What is the process for abatements or refunds on prior-year over-assessments? (4) Protest/Appeal Management and Resolution: - What is the appeal process? - What are the available types of Legal Assistance? (i.e. valuation expertise and expert witness testimony) (5) Tax Invoice Administration: - What is the process for review and approval of tax bills? (i.e. verify amount due, payment request to client, client makes payment, confirm tax paid to owner's deed/legal) - What direct payment services are available? - How would a firm within this industry typically arrange for payment with its client? (6) Consulting Services, Evaluations, and Reporting: - What tax planning and strategies are available? - What is the property tax process? - What kind of recommendation or decision support do firms within this industry typically you provide? - Are case documentation and reports available electronically? (7) Electronic Management Systems: - What types of software applications are available? - What types of Security, access, and storage are available? - What types of data manipulation are available? (i.e. search, find, sort, and exporting/importing of data from excel) - Are processes broken up into categories? (i.e. by client, property, or parcel etc.) - What types of reports and email reminders are available? What frequency? (8) Pricing/Fees: - What type of Pricing/Fee structure is utilized for large Portfolio clients? (9) Other (MISC): - What other items might a client owning a portfolio of 500 to 900 real estate assets in 37 states be requesting?
