- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 541330. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below: The Signal Center of Excellence (SIGCoE), Capability Development Integration Directorate's (CDID), Experimentation Division (ED), Fort Gordon, GA is tasked to support the Training and Doctrine Command (TRADOC), Army Capabilities and Integration Center (ARCIC) in both Concepts (FY20) Branch and Live Experimentation (FY13) Branch. Concepts Experimentation includes participation in the TRADOC approved Experimentation Campaign which integrates Army 2020 initiatives during Joint Warfighter exercises. The Experimentation Campaign will leverage a 3-star Mission Command Training Program (MCTP) exercise to validate Army 2020 concepts and future force designs. The intent of experimentation of future concepts is to identify future Army requirements and to perform capability assessments across Doctrine, Organization, Training, Material, Leader Development and Education, Personnel and Facilities (DOTMLPF) domains thru supporting a series of simulated exercises and wargames played in the Battle Lab Collaborative Simulation Environment. The contractor must understand and provide through detailed and in-depth analysis of areas such as the ability for the Signal 2020 force structure to support a full war and/or excursion; the ability of a Signal Corps G-6 section to function as a J-6; or analysis of capability gap specifications for the aerial tier. The contractor must understand and be able to utilize the TRADOC distributed simulation environment to conduct required analysis, communications effects models, development of Learning Demands and Objectives, and the MCTP to plan and design experiments, collect data, conduct analysis, and provide final reports. Live Experimentation is intended to mitigate risks to investment in materiel and non-materiel solutions by conducting analysis and experimentation on prototype solutions in an attempt to place capabilities in the hands of soldiers as soon as possible. The primary focus is on the soldier and small unit functions examined during the Army Expeditionary Warfighting Experiments (AEWE). During annual AEWE experiments the ED provides technical integration of prototype equipment and networks to support concept assessments, analysis of requirements and materiel development issues. Live Experimentation provides the analytic rigor and learning to inform concepts and to accelerate capabilities development across all warfighting functions. The contractor must provide hands-on systems engineering network and data expertise to conduct actual hardware and software integration into experimentation venues. The contractor will provide network planning, design, setup, integration, configuration, spectrum management, information assurance, execution, data collection, technical procedure manual development and formal written analysis. The Government anticipates the tasks and deliverables defined within this sources sought will require ten and a half (10.5) personnel. The personnel shall be broken down to include (1) Program Manager/Technical Lead/ Principal Engineer - ONSITE; (3) Operations Research Systems Analysts; (3.5) Network Engineers; (2) Engineers (1- Radio Frequency (RF) Engineer and 1 - Satellite Engineer); and (1) Computer Software Application Engineer. Period of Performance shall consist of a 12 month base year plus 2 option years beginning 1 June 2013. Potential offerors having the skills, experience, professional qualifications, certifications, clearances and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed five (5) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement. Responses are due no later than 1300 EST, Monday, 17 December 2011, and shall be electronically submitted to Shannon.l.mccauley3.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
