Description
Solicitation: VA69D-13-B-0250 Project TitleConstruct Parking Lot for B401 Project No. 676-12-025 Location:Tomah VA Medical Center in Tomah, WI Provide for and furnish all labor, materials, tools, equipment, transportation, licenses, certificates, insurance, supervision, and other items designated under the provisions of this Contract, Construct Parking Lot for B401, Project Number 676-12-025. A brief project description is as follows: Project Scope of Work A. The work includes the construction of a new parking lot at B401 for 44 cars. 1. Approximately 2480 square yards are under construction. 2. All work shall be done in accordance with all current VA Specifications. 3. Normal working hours are 7:00 am - 4:30 pm. 4. Work shall be scheduled as materials are available and delivered on site and ready for installation. Submittal requirements include: a. Material Safety Data Sheets (MSDS) for all hazardous materials to be used/kept on contract site. b. Manufacturer's literature, hardware, access controls, and installation/operating instructions. 5. The contractor shall provide labor and material necessary to accomplish the following work adjacent to Bldg. 408, in accordance with project drawings. 6. Contractor to site-verify all existing dimensions and conditions. 7. Length of Construction - 120 calendar days from signed Notice to Proceed B. Removal Work 1. Remove existing trees. 2. Remove existing scrub brush. 3. Remove existing topsoil and stockpile for future use. 4. Grade the existing surface for preparation of the new parking lot. C. New Work 1. New work will include the placement of the following: a. New storm sewer manholes b. New storm sewer piping c. New Curb and gutter d. New Asphaltic Cement Concrete e. Construction of storm water detention basins on the west side of the lot. f. Install new lighting fixtures and conduit for parking lot lighting. g. Install MUTCD signage. h. Provide approved pavement markings. The solicitation, specifications and drawings will be posted on FedBizOpps. There will be a pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. Pending the number of interested vendors, this solicitation is anticipated to be set-aside for Service-Disabled Veteran-Owned Small Business firms. The solicitation will be issued on or about December 26, 2012 with the bid opening on or about January 28, 2013. The bidder is responsible to monitor and download any amendments from FedBizOpps which may be issued to this solicitation. Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Business construction firms. The project magnitude range is between $250,000 and $500,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 Million applies. Time for completion is 120 calendar days after Notice to Proceed. In accordance with the class deviation to the Code of Federal Regulations - 48 CFR 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB and VOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. In accordance with FAR 52.204-7, Required Central Contractor Registration, SDVOSB or VOSB firms also must be registered in the Central Contractor Registration (CCR) via the Federal System for Award Management (SAM) to be eligible to receive an award (reference https://www.sam.gov.)
