Description
WI 7 Attachment 2 WI 7 Attachment 1 WI 7 AFFF Bladder tank (Reference previous Sources Sought reference number AFFF_Bladder_Tank_support_equipment) Presolicitation Notice The U.S. Coast Guard's 140 foot WTGB Ice Breaking Tug class cutters are in need of a service life extension. In order to begin this anticipated extensive maintenance project numerous items/systems are required. This presolicitation notice concerns the requirement for the AFFF Bladder system (AFFF Bladder & supporting equipment) for each of the cutters/ships; there are a total of 9 ships which will need this AFFF Bladder system. The vendor shall provide all labor and material to provide the AFFF Bladder and support equipment and the U.S. Coast Guard will accomplish the installation. Although the Coast Guard is accomplishing installation of the AFFF Bladder system, the vendor will be required to supply on-site technical support at the installation activity to ensure the equipment is installed correctly for start-up, commissioning, and operator training. Hardware and component items (for each ship) covered by this procurement are as follows: One (1) AFFF vertical bladder tank. The bladder tank shall be 36 gallons nominal capacity. The tank shall have an outer fixed tank and inner elastomeric bladder to contain AFFF concentrate, one (1) foam proportioner to mix the seawater and AFFF concentrate at a specified solution and one (1) hose reel with a fire hose. The Vendor shall supply Provisioning Technical Data (PTD), Attachment 1, with their proposal response that includes certified technical manuals and drawings describing the AFFF Bladder Tank System to provide the United States Coast Guard (USCG) with sufficient information to produce Cutter specific installation drawings. The Vendor shall supply Engineering Data for Provisioning (EDFP), Attachment 2, on the system and components concurrent with the delivery of the equipment to allow the USCG to produce maintenance procedure cards (MPCs) and other logistical support documentation. Engineering data shall also include the PLC code if required for operation of the system. The Vendor shall provide on-site technical support for training, system testing, commissioning, and certification. The Vendor shall provide maintenance parts lists and a recommended onboard repair parts (OBRP) list for all components. Engineering and technical support items to be provided by the Vendor specifically covered by this procurement are as follows: Any materials and components sub-contracted for shall be the responsibility of the Vendor. The Government will be responsible for installing the new AFFF Bladder system on the boats. The draft specification is attached. This procurement will be accomplished through unrestricted full and open competition with award being made to the responsible offeror whose proposal contains the combination of technical capability, past performance, & price offering the best overall value to the Government. The applicable NAICS code is 333999. The anticipated contract vehicle will be a requirements contract with a base year and 4 option years all containing firm fixed unit prices. 1 AFFF Bladder system will be awarded in the base contract year. The remaining 8 AFFF Bladder systems will be awarded within the following 4 option years when funding becomes available. Although the remaining 8 AFFF Bladder systems are called for in option years, all of these remaining 8 AFFF Bladder systems are considered essential and a definite Coast Guard need, however funding will not be available until the option year periods. The delivery date for the base year's first AFFF Bladder system is anticipated to be within the month of March 2014. Interested parties must be registered in the Central Contractor Registration (CCR) database and must have an active and complete registration status prior to award, during performance, and through final payments of any contract and/or order resulting from the solicitation. Contractors may obtain information on registration via the internet at https://www.sam.gov/portal/public/SAM/. It is anticipated the request for proposal will be available starting December 13th to 24th 2012. Interested parties are hereby notified that this solicitation will be available exclusively on the FedBiz Opps website at www.fbo.gov. The RFP and any attachments and amendments will be published for viewing and printing from the FedBizOpps website. Interested parties will be responsible for monitoring the FedBizOpps website for this information. No paper copies of the solicitation or any attachments or amendments will be distributed.
