Description
This is a Sources Sought announcement only. The National Aeronautics and Space Administrations (NASA) Johnson Space Center (JSC), White Sands Test Facility (WSTF), 12600 NASA Road, Las Cruces, NM 88012 is issuing this Request for Information (RFI), in accordance with FAR 15.201 (b). This is not a solicitation. This is not a request for quotes (RFQ), invitation for bid (IFB), request for proposal (RFP), request for application (RFA) or an announcement of a solicitation and does not assume the government will award a contract or proceed in the near future. This synopsis is issued for the sole purpose of NASA WSTF to conduct Market Research in accordance with FAR Part 10. Description of Requirement: NASA White Sands Test Facility (WSTF) is seeking potential sources to provide: refuse and single stream recycling collections services for White Sands Test Facility. This includes refuse collection, transportation, and disposal capabilities and ability to recycle a variety of commodities. The objective is optimizing solid waste diversion to help the facility meet NASA goals. Single stream recycling service must be capable of accepting the following waste streams: PAPER 1. Newspapers 2. Magazines 3. Office paper 4. Junk mail, magazines, catalogues, and phone books 5. Paperback and hardback books 6. Paper bags 7. Paperboard - (Cereal boxes, Cracker boxes) 8. Cardboard 9. Milk & Juice Cartons and boxes PLASTICS 10. Plastics #1 - (soda, juice, water bottles) 11. Plastics #2 - (milk jugs, and detergent bottles) 12. Plastics #3 to #7 - (plastic tubs and jars) 13. Rigid laundry hampers and baskets METAL 14. Pots and pans 15. Small electronics 16. Aluminum cans 17. Steel cans The contractor shall furnish and maintain fifteen (15) 8-cubic yard single stream recycling dumpsters within an approximate 5-mile area. Refuse collection shall require that the contractor furnish and maintain a minimum of 50 refuse containers (3-4 cubic yards), three food service containers (3-4 cubic yard) and 3 general construction waste dumpsters (25-30 cubic yards) within an approximate 5-mile area. All dumpsters (refuse, single stream recycling, and construction waste) shall be emptied at least once per week. Questionnaire: Interested vendors please submit answers to the attached questionnaire. This questionnaire is for assistance in market research to determine the capability of vendors in providing refuse/recycling services to WSTF. This questionnaire is NOT to be interpreted as a solicitation for bids or request for quotes and is not intended to convey any reference of a contract award. Please respond to the following questions: 1. Provide your company's contact information, including a specific Point of Contact (with email and phone number) for future reference to the point of contact listed below. 2. Are you interested in potentially providing refuse/recycling services to WSTF in the near future? (Indicate your interest as a prime contractor or subcontractor) 3. Would you be able to review a current bid schedule and task list to provide input? 4. Describe your refuse collection, transportation, and disposal capabilities, as well as your abilities to provide single stream recycling. 5. Are you familiar with New Mexico Environment Department (NMED) and local solid waste and environmental regulations? Please provide information regarding your firms experience dealing with these regulations? 6. With respect to your operational capabilities: a. Describe the levels of recycling and refuse services your company can provide, for example, grappler service for pickup of larger items, curbside recycling, management of transfer stations if required, commingled recyclable collections and recyclable material marketing. b. What is your standard response time to emergencies such as capsized dumpsters? c. What is your manpower availability to support WSTF refuse/recycling services? 7. Can your company supply equipment and labor to collect, transport dispose of refuse in the manner and quantity described above? If so, please describe in detail your approach to this work. 8. Can your company provide single stream recycling services as described in the requirements section above? If so, please describe in detail your approach to this work. 9. Can your company collect recyclable commodities on-base, provide documentation of the weight (using a Government-furnished truck scale), and process/store/sell the recyclable commodities? If not, how would you propose handling collection and storage of recyclable commodities at WSTF? 10. Describe your companies experience in the following areas: a. How many years has your company been providing services of similar scope to those described above? b. How many years has your company been providing similar services specifically in New Mexico? c. Does your company have any refuse or recycling experience working on a federal installation? d. Does your company have any experience in optimizing solid waste diversion? If so, provide specific information. 11. Do you have a permit with the New Mexico Environment Department Solid Waste Section for solid waste disposal? If so, please provide the permit number. 12. What type of training or certifications (e.g., Solid Waste Association of North America-based training or comparable) do your employees have in the following areas: a. Landfill Operations b. Refuse Collections Systems c. Recycling Collections d. C&D Disposal Operations e. C&D Recycling Operations f. Composting Operations g. Operation of Recycling Center h. Handling Hazardous Waste i. Recycling of Ozone Depleting Materials 13. Please provide your Data Universal Numbering (DUNS), System for Award Management (SAM) number, and Federal Cage Code number (s). How to Submit: Vendors capable of performing this effort are requested to furnish a complete response to the questionnaire. Vendors are requested to submit questionnaire information electronically to maria.s.parra-ludwig@nasa.gov. Please include your company's name, address, telephone number, point of contact with e-mail address, whether a small business/ 8(a) concern, veteran-owned small business/ service-disabled veteran-owned small business/HUB Zone small business/small disadvantaged business/ or women-owned small business (For the purposes of being considered a small business, the following applies: NAICS Code 562111, Size Standard $12.5 million business size.), Data Universal Numbering (DUNS) and Federal Cage Code (s). All companies must be registered with System for Award Management, SAM. Responses: There is no solicitation at this time. This RFI is not a commercial solicitation per FAR Part 12. This synopsis neither constitutes a Request for Quote or a Request for Proposal. This Sources Sought should not be construed as a commitment by the U.S. government for any purpose. Submission of any information is response to this RFI is purely voluntary. The U.S. Government does not assume any financial responsibility for costs incurred. All information received that is marked proprietary information will be handled accordingly.
