Description
In advance of the final SIR release, the FAA is posting this DRAFT Screening Information Request (SIR) for Industry information and comment. This is not a solicitation announcement. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses to this DRAFT SIR and will not reimburse any firm for costs incurred in responding to this DRAFT SIR. To the extent that any proprietary intellectual property is utilized in responding to this DRAFT SIR, any response must include a notice apprising the Government of the rights attached to the intellectual property so utilized. This DRAFT SIR is issued by the FAA Air Traffic Organization, Program Management Organization, Enterprise Services Group, for the Aeronautical Information Management Modernization (AIMM) Program. The base period of performance is two (2) years with option periods totaling eight (8) years, if exercised. Anticipated award will occur in early 2014. The applicable NAICS Code is 54151, Custom Computer Programming Services, Size Standard $25 million. The AIMM program provides aviation users with digital Aeronautical Information (AI) that conforms to international standards and supports Next Generation Air Transportation System (NextGen) objectives. This acquisition includes provisions for AIMM Segment 2 (S2), Segment 3 (S3) and Segment 4 (S4) - all provide enhancements and new functionality to further improve and expand AIM services and AIMM efforts. The FAA is currently evaluating the need for a down selection process and will continue to assess the need for using a down selection process until the release of the final SIR. Although sections L and M of the DRAFT SIR refer to the down selection process, the decision on the use of the same will be published with the release of the final SIR. All sections for this DRAFT SIR (B, C, F, H, I, L and M) are provided as attachments to this announcement. Additional furnished information provided in support of this DRAFT SIR includes program documentation and AIMM Segment 2 prototype source and object code. This information can be accessed via the following URL: http://155.178.136.3/AIMM. The FAA is requesting comments and recommendations from industry on this DRAFT SIR. Furthermore, all comments and recommendations on the additional furnished information are to be submitted with your comments and recommendations on the DRAFT SIR itself. Any and all comments or recommendations must be provided in the appropriate spreadsheet tab on the document entitled, "Attachment_1_Document Review Instructions and Forms.xlsx." This form must be emailed to the Contracting Officer (CO) @ al.stephens@faa.gov. THE FAA WILL NOT RESPOND TO ANY QUESTIONS OR REQUESTS FOR MEETINGS AT THIS TIME. SHOULD WE HAVE QUESTIONS REGARDING YOUR COMMENTS WE WILL CONTACT YOU DIRECTLY. AS PROVIDED IN SECTION L, PARAGRAPH L. 11, WE MAY COMMUNICATE WITH ONE VENDOR BUT NOT ANOTHER. SUBMISSION OF COMMENTS AND RECOMMENDATIONS: Emailed comments and recommendations to this DRAFT SIR must be submitted no later than 3 p.m., Eastern Standard Time, on January 11, 2013.
