- The U.S. Environmental Protection Agency?s (EPA), Office of Atmospheric Programs (OAP), Climate Change Division (CCD), Climate Policy Branch (CPB) intends to award a sole source Time and Materials contract to Colorado State University (CSU). The North American Industry Classification System (NAICS) code is 541330. Efforts to identify other sources to perform the work included a synopsis of the technical requirement as a sources sought notice, posted on Federal Business Opportunities (FedBizOpps) on 04 April 2012 with a response date for capability statements due on 19 April 2012. Four firms submitted capability statements, and none of the firms were evaluated as being technically capable of fulfilling the requirement. The EPA determination is that there is only one responsible source capable of satisfying this requirement. The market research to date confirms that there is not another business concern that can replicate the customized inventory methods designed by CSU in order to generate greenhouse gas inventory estimates for agriculture, or a business concern that possesses the familiarity with the complex computer simulation modeling of the Agriculture and Land Use (ALU) Greenhouse Gas Inventory Software tool to estimate and track greenhouse gas emissions and sequestration in developing countries. The work under this award is a continuation and expansion to the current work performed under EPA contract EP-W-08-013 with CSU. There is NO SOLICITATION for this requirement. The contract award will be for a 12 month base year, and four, 12 month option periods for a total of 60 months (5 years). The total estimated cost for this contract is $3.1 million. Any firm that believes it is capable of meeting these requirements will be considered. Written responses must be submitted via email to the sole point of contact, Faye Sas, Contracting Officer at sas.faye@epa.gov no later than 3:00 pm Washington DC local time on Thursday, 27 December 2012.
