- Statement of Work (SOW) and Appendix A of Solicitation/Synopsis This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Quotes shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The duration of the software maintenance order is 12 months (1 Jan 2013-31 Dec 2013). The NAICS Code is 511210 with a size standard of $25M. The request for quote reference number is H94003-13-T-0001. The Government's intended source for this proprietary software maintenance effort is Sysnopsys, Inc., 700 East Middlefield Rd. Mountain View, CA 94043. All responsible sources may submit a capability statement/quotation which shall be considered by the agency. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54th St, McClellan, CA 95652. The objective of this purchase is to obtain updates, maintenance and support for the Synopsys UNIX based design environment. The software is used for digital hardware design, simulation, and synthesis for complex Application Specific Integrated Circuits (ASIC) and Field Programmable Gate Array (FPGA) designs. The vendor shall provide software updates/maintenance and support for all products identified in Appendix A. All vendor products currently in use by DMEA will be evaluated annually by DMEA to determine if additional products are required or if existing products are no longer required. At award the vendor shall provide DMEA a list of all vendor products maintained under paragraph 2.0 of this performance specification that will be End of Life (EOL) during the upcoming year. If a product is determined to be EOL, the vendor shall provide substitute product recommendations to DMEA for evaluation. The vendor shall provide telephone and electronic support services to DMEA Design Engineers and System Administrators. The vendor shall deliver updates to DMEA System Administrators according to current vendor delivery procedures. A copy of Appendix A is available from the Contract Specialist identified below. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-63. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications- Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. DFARS clause 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. DPAS Rating is S10.
