Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Indian Head Division Naval Surface Warfare Center is seeking potential sources and pricing for several tasks. The contractor must be able to provide in-house services for all tasking. The overarching intent is to have a vendor under contract with specific experience that can provide support around the world to supply ordnance component and energetic material expertise, ensuring appropriate measures to mitigate or limit all associated risks that will enable the safe handling of material through the acquisition process. Tasking includes the following: Procurement of foreign mines on an as-needed basis (with possible quick turn-around times) within the contract period (must have company rules that allow for flexibility). Discovery/research of natural foreign test ranges. Assistance in range testing, with a focus on knowledge of foreign mines, data integrity, and guaranteeing personnel safety. Specific experience shall include but not be limited to: Expertise with foreign mines (i.e. Beach Zone mines, Surf Zone mines, Very Shallow Water mines, Shallow Water mines); the use, implementation, and characteristics gained from the experience of US Navy Explosive Ordnance Disposal (EOD) Technicians to ensure the safety of personnel and property, throughout all phases of logistics, from acquisition through the mine defeat test process. Complete understanding of the DoD international and domestic transportation of hazardous materials, advising initial and follow on actions required by the Department of Transportation for the safe inspection, certification, packaging and worldwide transportation of sensitive explosive components. Experience in explosives handling, use and disposition, in-depth knowledge and understanding of foreign material acquisition (FMA) operations and planning, intelligence analysis and counter-terrorism, and international and domestic hazardous materials (HAZMAT) transportation and shipping regulations. Management of high impact technical intelligence operations that require a comprehensive understanding of explosive hazards and the actions required to limit/mitigate the risks posed to personnel and property from those hazards. Extensive experience with and knowledge of Interim Hazard Classification (IHC), Certification of Equivalency (COE), Competent Authority Approval (CAA) processes and procedures EOD Safe to Ship certifications with regard to energetic material, explosive systems and explosive system components. In depth knowledge of the Department of Agriculture (USDA) Wood Packaging Material (WPM) Program for the prevention of pest infestation through adherence to the guidelines established by the International Standards for Phytosanitary Measures regulating Wood Packaging Material in International trade. Must have the expertise to follow procedures per and comply with COMOPTEVFOR Operational Test Director (OTD) Manual and Air Force Manual 24-204. Possible connections with suppliers of foreign mines. Required Clearance Level: Secret Required Licenses/Permits: U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives, Permit for Importation of Firearms, Ammunition and Implements of War U.S. Department of Commerce, Bureau of Industry & Security, International Import Certificate All interested sources shall provide a company brochure or list of capabilities, organization name, address, a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code.
