- The Centers for Disease Control and Prevention, National Center for Emerging and Zoonotic Dieseases, 1600 Clifton Rd. NE, Atlanta, GA, 30333, hereby announces its intent to issue a sole source contract in accordance with FAR 13.106-1(b)(1)(i) to Bruker Daltonics, Inc., 40 Manning Road, Billerica, Massachusetts 01821-3915 for laboratory maintenance on Bruker Mass Spectrophotometer Equipment located within CDC laboratories at 1600 Clifton Road, Atlanta, GA 30329-4018. The statutory authority permitting other than full and open competition is cited in FAR 13.106-1(b)(1)(i), "Only one responsible source and no other supplies or services will satisfy agency requirements." The work performed by the laboratory requires minimum downtime to ensure the quality of results, response to outbreaks, and production of reagents. Further, due to the size, location, and necessary decontamination procedures for moving the equipment, it is neither feasible nor efficient for the equipment to be moved for service; therfore, on-site maintenance is required. Operating under NAICS 334516, Bruker Daltonics is the only vendor that can guarantee 24-hour on-site response time with a manufacturer certified technician. The vendor guarnatees the use of original equipment manufacturer parts, software upgrades, and travel and labor costs, all at no additional expense on both equipment and the computer associated with it. Further, the vendor, as the original equipment manufacturer, guarantees that the equipment will perform at original specifications if serviced by a certified technician. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. Please forward the capability statement and/or pricing information to David Dombeck, Contracting Specialist, Reference 2013-54073, Centers for Disease Control, Procurement and Grants Office, ATTN: David Dombeck, MS: K14, 2920 Brandywine Road, Atlanta, GA 30341. All vendors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. The website is: www.sam.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement for these services in the future. If no affirmative responses are received within 15 days, negotiations will be conducted with the Bioniquest Lab Services, Inc., as the only source and a contract will be issued without any additional notices being posted.
