- Statement of Work JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY: Requiring Activity: Defense Logistics Agency (DLA) Information Operations (J-654) 8725 John J. Kingman Road Fort Belvoir, VA 22020-6220 Contracting Activity: DLA Contracting Service Office Philadelphia Site (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111 2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED: This justification and approval authorizes and approves the issuance of a twelve month contract for the procurement of brand-specific MARSYS Global Monitoring Services in support of the HP Business Availability Center Suite (BAC). The period of performance will be January 1, 2103 through December 31, 2013. 3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS/ESTIMATED DOLLAR AMOUNT: The Defense Logistics Agency requires the purchase of the MARSYS Global Monitoring Services as follows: Description QTY 200,000 Domestic Transactions Per Month 1 50,000 International Transaction Per Month 1 TOTAL 4. IDENTIFICATION OF STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is Title 10, U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR)6.302-1, only one responsible source as referenced by the name brand citation, "MARSYS Global Monitoring Services". •5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REQUIRES USE OF CITED AUTHORITY: DLA renewed the maintenance on the HP Business Availability Center Suite (BAC) software and requires services that provide tools and capabilities to monitor the enterprise to support the mission and the vision of the agency. HP BAC is currently being used throughout DLA to provide enterprise wide monitoring of applications and network assets in addition to providing business availability statistics as a component of the Enterprise Dashboard for the CIO. DLA also requires MARSYS Global Monitoring Services in order for those customers who may not have a presence but needs to know what the end user is experiencing when running applications. In order to continue this capability DLA will require MARSYS Global Monitoring Services. 6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE: MARSYS is sole provider of Global Monitoring Services in support of HP BAC; no formal market survey will be performed to identify other providers of Global Monitoring Services.
