- This effort involves the development, testing, integration and production of the Degraded Visual Environment Pilotage System (DVEPS) for the Army Special Operations Aviation (ARSOA) in accordance with the user requirements. This effort will be a multiple award Cost Plus Fixed Fee contract. The purpose of this notice is to obtain information leading to Government/Industry collaboration for the development of a Degraded Visual Environment Pilotage System (DVEPS). Specifically, the Government seeks vendor input on the requirements detailed in DRAFT SOLICITATION, the System Requirements Document (SRD) and the objectives in the Statement of Objectives (SOO). Feedback should include any clarifications or additional information to develop a Request for Proposal (RFP). The requested information is for market research purposes only and will not be publicly released outside the Government or their representatives. All proprietary information contained in the response shall be clearly marked in accordance with FAR Part 3.1. The Government will protect all proprietary information from unauthorized disclosure. The Government will not use proprietary information submitted from any firm to establish future capability or requirements. The Government will not provide specific feedback to vendor responses. Rather, the information will be used to develop a realistic Request For Proposal (RFP) and to assess the execution risks associated with technical performance, schedule, and funding. Interested sources can obtain a copy of the Systems Requirement Document and the Statement of Objectives by submitting a Joint Certification Program Office approved DD Form 2345, Militarily Critical Technical Agreement, to Ms. Carrie Bryant, carrie.e.bryant.civ@mail.mil. Sources without an approved DD Form 2345 can apply to Joint Certification Program at the following site; HYPERLINK "http://www.dlis.dla.mil/jcp/Default.aspx" Joint Certification Program-Home". If a DD Form 2345 has already been submitted it is not necessary to provide another copy. This effort is limited to interested U.S. and Canadian sources.
