- The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of Vocational Educational Training Program leading to a Certificate of Specialization in Commercial Vehicle Driving/Commercial Driving License (CDL) Program. THIS IS A NEW REQUIREMENT AND THERE IS NO PROCUREMENT HISTORY AVAILABLE. The services would be provided at the Department of Justice, Federal Bureau of Prisons, Federal Prison Camp, Marianna, FL. A Performance Based firm-fixed price indefinite delivery/requirements type contract will result from this solicitation. The services will be rendered by a contractor with the capability of providing and development of written curriculums for the CDL -Vocational Training Program which will lead to a course of study with Certificates of Specialization. The North American Industry Classification System (NAICS) Code is 611519 (Size Standard: $14 million.) There will be approximately 15 to 20 inmate students per class. A session will equal one (1) hour. The estimated quantities for the base year and each option year are 1560 sessions per year. The focus of the requirement is to provide the most up-to-date technology from the commercial driving industry field to enhance inmates' post-release employment opportunities. Services will be performed for individuals who are in the custody and care of the Federal Bureau of Prisons within a secure correctional environment. The successful organization being awarded the contract shall be accredited by the state of Florida or other recognized accreditation association or agency, or be recognized by the Florida State Department of Education as being an instructional source, and have proof at the time of the award. All other qualification and requirements will be detailed in the solicitation. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is System for Award Management (SAM) https://www.sam.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The solicitation will be available on/about on December 18, 2012, and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of proposals is on/about January 22, 2013; however, this is a projected estimate and offerors should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
