Sources Sought Questionnaire W912DY-13-R-MDM1 December 6, 2012 Army Meter Data Management System Administration, Maintenance and Upgrade Services Classification Code: R NAICS: 541511, Custom Computer Programming Services 541512, Computer Systems Design Services 541513, Computer Facilities Management Services 541519, Other Computer Related Services 518210, Data Processing Hosting and Related Services 1. The U.S. Army Engineering and Support Center (CEHNC) in Huntsville, Alabama, is planning a Best Value acquisition for the procurement of system administration and related services for the existing Army Meter Data Management System (MDMS). Also under consideration is award of one or more contracts to consolidate or incorporate various existing data base systems used to track and report energy consumption and energy conservation efforts within the Army thereby reducing overall system sustainment cost and eliminate need for redundant data input. Desired output includes, but not limited to geospatial display of data. Services may include development of new data automation sub systems or automated data transfer capability where necessary to achieve this objective. Specific requirements include the following initiatives, and services: a. Continue MDMS development/deployment (become the replacement contract). The MDMS was developed pursuant to the Energy Policy Act of 2005 and the Energy Independence and Security Act 2007 which requires Federal facilities to be metered for purposes of managing energy consumption including water. At the time of the posting of this sources sought announcement, there are approximately 1,500 Army facilities electronically reporting their meter data to the MDMS. The planned end state is approximately 20,000 active Army, Army Reserves and Army National Guard facilities electronically reporting meter data at least hourly across cyber secure networks. The MDMS provides automated analysis of the vast amount of data received to help installation energy managers to prioritize their actions to reduce energy waste. b. Facilitate Army facility energy data collection and reporting utilizing both new and existing automated information systems. The Office of the Secretary of Defense (OSD) has identified energy data reporting requirements for each Armed Service (accessible by link below). Obtain/maintain DIACAP network security accreditation and provide secure server when required for work performed under the contract. d. Integrate legacy data systems to streamline information flow, increase system response and display of information. This may include merging of data system functionality, sun-setting of systems, and development of integrated information systems. e. Perform meter and other energy data analyses with emphasis on producing reports that identify action priorities, probable causes and recommended diagnostic or corrective actions. f. Develop/maintain web site portal interface for software application access, user communications, help desk and webinar training. g. Perform other related data automation services as may be required to support programs assigned to CEHNC for management. 2. The Government is performing market research primarily in order to determine if there are firms that possess the capability to execute the requirements of this anticipated Request For Proposal (RFP). The purpose of this synopsis is market research only and IS NOT A REQUEST FOR PROPOSALS. It does not restrict the Government to an ultimate acquisition approach. Therefore, we further invite all business concerns to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of a contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM/. This announcement does not obligate the Government to award a contract or task order nor does it obligate the Government to pay for any bid/proposal preparation costs. 3. If your firm would be interested in such work, you are strongly encouraged to submit a capability statement that addresses as a minimum, the questions presented within this announcement to assist the Government's market research. At a later date, CEHNC intends to solicit and award indefinite delivery indefinite quantity (IDIQ) contract(s) for this requirement. It is expected that the performance period will not begin until fall of 2014. The actual type of vehicle to be utilized to execute this requirement has not yet been finalized; however, it is estimated that the capacity ceiling will not exceed $40M. 4. It is the Government's intent to consider awarding a portion of this acquisition under the authority of the Small Business set aside program per FAR Part 19. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute some or all of the requirements of this anticipated RFP. Based upon small business responses received, consideration will be given to defining what part of the acquisition if any will be set-aside for small business competition. Interested large businesses are also encouraged to respond to this sources sought announcement. 5. The applicable NAICS codes for this acquisition are 541511, Custom Computer Programming Services; 541512, Computer Systems Design Services; 541513 Computer Facilities Management Services; and 541519, Other Computer Related Services. The small business size determinate for all of the above NAICS codes is $25.5M or less average annual receipts over the past five (5) years. NAICS code 518210, Data Processing Hosting and Related Services, is also applicable to this acquisition but has $25M or less average annual receipts over the past five (5) years as its small business size determinate. NOTE: Registration as an interested vendor for this synopsis does not in any way exempt your firm from submitting the required capability questionnaire. Your firm will only be considered an interested source for this requirement if a formal response to this capability questionnaire is submitted in accordance with this announcement. 6. THIS IS NOT A FORMAL SOLICITATION. Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit in writing an affirmative response that includes the information requested below. If no experience or capabilities associated with a particular question, so indicate. Doing so will not disqualify. Relative importance of the experience/capability questions have yet to be decided. a. What is the name of your business? b. What is your business address? c. Identify a responsible point of contact who can be contacted regarding your response, their phone number, and email address. d. Is your firm a certified 8(a) small business, certified HUBZone business, woman-owned small business, or veteran-owned small business and/or service disabled veteran owned concern? (Please specify those that apply) e. How do you plan to propose--as a sole contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture? (If you plan to propose other than as a sole contractor, identify to the extent possible, your team member subcontractors or joint venture partner including the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements, as well as 8(a) Program regulations described in 13 CFR 124.513.) f. Advanced meter data reporting system experience - Has your company ever delivered or is in the process of delivering an advanced meter data reporting system involving multiple facility locations over a wide geographic area with electronic reporting to a central server? If yes, provide description of the system to include quantities of meters and facilities; geographic expanse of the system, data reporting frequency, network architecture, software, client references, and dates. g. Meter data analysis experience. Has your company provided meter data analysis for a large commercial or industrial client in the goal of eliminating energy waste and achieving higher energy efficiency? If yes, provide description of the services rendered, accomplishments, client references, and dates. h. Legacy data system integration experience. Has your company successfully integrated two or more legacy data systems so that calculations, queries, reports, etc., could be performed using both (or more) sets of data by use of a single software? If yes, provide description of the services rendered, the size and complexity of the legacy data systems involved, what was achieved, client references, and dates. i. Experience and/or capability in obtaining DIACAP network security accreditation including secure server hosting. Has your company obtained DIACAP accreditation and/or Certificate of Networthiness (CON) for a networked system? If yes, identify the DOD client, the system name and the date of certification. If your firm has the capability but have not yet obtained or had opportunity to obtain DIACAP accreditation, describe your network/cyber security experience/qualifications. j. Does your firm have experience in helping clients obtain certifications for their products to get them onto the DoD Unified Capabilities (UC) Approved Products List (APL)? Does your company have this experience? If so. Please identify the product(s) and client(s) served. k. Experience in developing web based portal for user interface. Does your firm have experiences in developing and maintaining web based portal for software application access, user verification/security, software training and technical assistance? If yes, describe the web portal application/functionality, the client(s) and dates. l. DOD energy reporting. Does your company have experience with DOD energy reporting processes?
