Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9114F-13-T-0006 is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 16 March 2011. Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 541990. Vendor will calibrate all test, measurement, and diagnostic equipment (TMDE). TMDE will be calibrated within the manufacturer's suggested tolerances. The Vendor's test equipment must be traceable to the National Institute of Standards Technology (NIST). Vendor needs to provide calibration documentation on each piece of test equipment calibrated. Any equipment during calibration which require to be repaired before calibration, will be repaired by the Vendor, then calibrated. Factor I - Technical. The vendor's quote shall show compliance with the listed technical factors. Line Item 1- Calibrate and Repair TMDE in accordance with the Performance Work Statement (PWS). The Vendor shall be capable of calibrating all test measurement and diagnostic equipment (TMDE) in accordance with the manufacturer suggested tolerances. The Vendor shall be capable of testing equipment needs to be traceable to the National Institute of Standards Technology (NIST). The Vendor shall provide calibration documentation on each piece of test equipment calibrated. Line Item 2- Shipping Equipment will be shipped from Germany by the US Government to the Contractor and then returned by the Contractor to Germany. Line Item 3- Contractor Manpower Reporting Report detailing actual labor hours, dollars, and other information directly into the Army system, using existing timekeeping, personnel, and accounting systems. Factor II - Price. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. All CLINs shall have been priced by the vendor. If the vendor failed to price all CLINs, the quote will not be considered for award. (NOTE: Failure to receive an acceptable rating of any of the technical factors will result in an unacceptable rating unless the error(s), deficiency (ies) or omission (s) can be corrected.) ADDENDUM TO FAR 52.212-2 The Government will award a purchase order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made on the basis of the low price technically acceptable quote. To be considered for award, quotes must meet the technical factors described above for each CLIN. EVALUATION STANDARDS. The Government will use the following standards for a final rating: ACCEPTABLE: An offer which meets all the technical requirements identified in the solicitation. UNACCEPTABLE: An offer which fails to meet one or more of the technical requirements identified in the solicitation. SPECIAL NOTE: All vendors must be registered in the System for Award Management (SAM) prior to award, and lack of registration shall make an offer ineligible for award.
