- The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to negotiate on a sole source basis, in accordance with 13.106-1(b), Soliciting from a Single Source, with Ultralife Corporation; 2000 Technology Parkway; Newark, NY 14513-2175. The proposed contract action, a commercial items purchase order in accordance with FAR Part 13, is for procurement of eight (8) Radio Frequency Power Amplifiers, P/N: A-3575. The purchase order will be issued on a Firm-Fixed-Price basis. The Government requires these amplifiers to support upgrade of Airborne Satellite Communications (SATCOM)/Line of Site (LOS) radios supporting airborne command, control, and communications, while maintaining commonality with the Ultralife Corporation Amplifier, P/N: A-3575, used in the AN/ASC-15E Communication Central System for deploying aircraft. This amplifier has been successfully installed and operated on deployed aircraft and has the added benefit in that it fits an existing safety of flight approved amplifier mount and electrical harnesses integrated on the specific type Army rotary wing aircraft. The associated design documentation and qualification testing required to substantiate airworthiness of any other amplifier for this application will preclude meeting the urgent project schedule. The proposed vendor, Ultralife Corporation, is the manufacturer of the required amplifier. No other source is known that produces or distributes the necessary part number. Use of another source's amplifier, if available, would require electronic harness as well as airframe mount redesign. This necessitates additional individual airworthiness approval of other kit elements during a critical compressed installation timeline deploying aircraft. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies submitting such statements shall reference W911W6-13-P-0005 in all correspondence with the Government. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Capability statements are due on 13 December 2012, 2:00 p.m. Eastern Standard Time. A solicitation document is not available.
