Description
The proposed contract is limited to qualified Women-Owned Small Business firms. Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic, (MIDLANT). The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and any other items necessary to provide Emerging Leader Program training at the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic, (MIDLANT), Norfolk Naval Station, Norfolk,VA. The successful Contractor shall provide an Emerging Leader Program to provide professional and leadership development to thirty (30) selected candidates. The Contractor ™s emerging leader training program shall provide a comprehensive development program that provides a foundation of leadership skills and team building, through training, assessment and developmental experiences. Emerging leader program shall be developed based on OPM Leadership Competencies and Leadership Effectiveness Framework geared towards NAVFAC MIDLANT employees at the following levels: GS 7-11; WG-07 through WG-15; WL-05 through WL-13; WS-01 through WS-12; and WD-1 through WD-10. The Government intends to procure these services using the procedures in Far Part 12 (Contracting by Negotiation). This acquisition will result in the award of a Firm-Fixed Price - (FFP) contract for Emerging Leader Program training. The contract will be procured using negotiated procedures as it has been determined in accordance with FAR 16.202 to be the most appropriate methods for contracting for the subject project. The best value source selection process to be used for this acquisition is the LPTA process as described in FAR 12. The Period of Performance is for a base period, consisting of 1 base year period with two one-year option periods. The total services will not exceed 36 months. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is the Lowest Price Technically Acceptable (LPTA). Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The North American Industry Classification System (NAICS) Code is 611430 with a size standard of $7,000,000.00. The anticipated release date of the RFP is on or about December 27, 2012 with an anticipated proposal due date of on or about January 27, 2013; however, the draft RFP and Performance Work Statement (PWS) are released with this synopsis. The draft RFP can be downloaded from Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil. The Government will not accept proposals in response to the draft RFP. All responsible sources may submit a proposal in response to the RFP which shall be considered by the agency. It is the offeror ™s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual questions must be submitted in writing via E-mail to darlene.tucker@navy.mil. Telephone questions will not be accepted. The contractor is required to register with the Central Contractor Registration (CCR). No contract award shall be made to any contractor that is not registered or in the process of registering with the Central Contractor Registration.
