- The AATD Contracting Division, Army Contracting Command, intends to negotiate on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1) and implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), quote mark Only one responsible source and no other supplied or services will satisfy agency requirements quote mark, with Robertson Fuel Systems, LLC, 800 West Carver Rd., Suite 101, Tempe, AZ 85284. The proposed contract action, a commercial items contract in accordance with FAR Part 12, is for procurement of a system called quote mark Mi-17 Aircraft Internal Auxiliary Fuel Tank System (Mi-17 IAFTS) quote mark, with supporting technical documentation that is only available from the company named in this notice. The requirement for the first task order will be delivery of one test Mi-17 IAFTS unit by the end of December 2012 and two production Mi-17 IAFTS unit and the technical support documentation including installation and operation manuals and instructions for continued airworthiness by the end of January 2013. It is anticipated that the Government will require the delivery of an additional 30 fuel tank systems within the next five years. Robertson Fuel Systems offers an auxiliary fuel tank that meets IAFTS requirements, that has successfully demonstrated the fuel tank's ballistic tolerance and crashworthiness and that is compatible with the Mi-17 aircraft. Market research has indicated that no other contractors possess a technically acceptable solution that would be available in time to meet the Government's delivery schedule. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive solicitation based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies submitting such statements shall reference W911W6-13-D-0002 in all correspondence with the Government. Specifications, documentation, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Capability statements are due on 12 December 2012, 4:00 p.m. Eastern Standard Time. A solicitation document is not available.
