Description
The Army Contracting Command - Rock Island (ACC-RI) intends to award a contract to extend the period of performance of Program Management Office Support for Project Manager, Defense Communications and Army Transmission Systems (PM DCATS). The PM DCATS requirement is for organizational strategic communications, risk management and program management staff support services which ensures the PM's alignment is within the Program Executive Officer Enterprise Information Systems (PEO EIS) and the Assistant Secretary of the Army for Acquisition, Logistics, and Technology's (ASA(ALT)) mission, vision and policies. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The current contract is scheduled to expire on 05 January 2013. The bridge contract will have an estimated period of performance of 6 months beginning 06 January 2013 through 05 July 2013. The extension will provide for continuation of uninterrupted services to PM DCATS while the effort is re-competed via Fair Opportunity on a Multiple Award contract vehicle. This notice of intent is not a request for competitive proposals and no solicitation is available. Not awarding this extension would cause serious harm to the Government. However, the Government will consider responses from all responsible sources received by the date and time identified. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source extension described in this notice, and such determination shall be made at the sole discretion of Jill Sommer, the Procuring Contracting Officer.
