Professional and Administrative Services for standardizeddigital Technical Orders (TO), in Integrated Electronic Technical Manual(IETMs) format, for aircraft engines which are Federal Desktop CoreConfiguration (FDCC) compatible, accurate, and complaint in accordancewith 00-5-1 and 00-5-3 Air Force Tech Order Life Cycle Managementpublication in a timely manner to the war fighter. Most T.Os are insustainment. A few T.O.s may require the initial development of IETMSformatted data. 4. AMC: 1/C 5. Acquisition of Professional & Administrative Support for TYPE IIETMS Standardized Tech Order Initiative. 6. P/N: N/A 7. Description: to provide Professional and AdministrativeServices for standardized digital Technical Orders (TO), in IntegratedElectronic Technical Manual (IETMs) format, for aircraft engines whichare Federal Desktop Core Configuration (FDCC) compatible, accurate, andcomplaint in accordance with 00-5-1 and 00-5-3 Air Force Tech Order LifeCycle Management publication in a timely manner to the war fighter. An Ombudsman has been appointed to hear concernsfrom offerors or potential offerors during the proposal developmentphase of this acquisition. The purpose of the Ombudsman is not todiminish the authority of the program director or contracting officer,but to communicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
